As one of England’s newest cities, Chelmsford is set to grow significantly over the next 25 years and beyond. The City Council will be instrumental in this change by shaping new development through our development management and long-term strategic planning roles. With great schools, a strong economy, surrounded by countryside, Chelmsford offers a high quality of life and is a vibrant place to live and work.

We adopted our current Local Plan in May 2020 and started a review of it in 2022 which is now approaching the submission stage.
We are currently seeking to recruit a suitably qualified and experienced Local Plan Programme Officer to support the submission and independent examination of the new Local Plan.

Initially, the post holder will work with Spatial Planning Services to support the submission of the Local Plan anticipated in late 2025. They will work directly with the Local Plan Inspector (appointed by the Government’s Planning Inspectorate) to support the independent examination. The Local Plan Programme Officer will be responsible for ensuring that the examination is organised and managed efficiently. The position involves dealing with the public and professionals from a range of disciplines. The successful applicant will be the key contact between the Local Plan Inspector, City Council, members of the public, and other groups and organisations with an interest in the independent examination.

The post holder will have experience of Local Plan examination processes and procedures, possess excellent IT, communication, and organisational skills, and will have completed Relevant Planning Programme Officer Training.

Interviews are currently scheduled to take place weeks commencing 7th and 14th July 2025.
