Job summary

The Strategy Unit (SU) sits in the centre of DCMS as part of the Corporate Strategy Directorate.

We are a friendly, supportive and high performing team of around 30 people supporting the strategic management of the department through:

  • Ensuring DCMS effectively understands and delivers Secretary of State’s (SoS’s) strategy and priorities;
  • Ensuring SoS’s ambition and priorities for funding are effectively articulated to No.10, HMT and Mission Boards;
  • Leading the department through fiscal events and General Election preparation;
  • Ensuring DCMS delivers cross-cutting government and statutory initiatives and obligations, e.g. climate and legislation
  • Providing senior officials and ministers with high quality advice on complex strategic / policy issues;
  • Delivering high profile cross cutting policy, such as economic growth and tech.

Job description

Role 1: Strategy Adviser - Place and Communities

The Place and Communities team lead on how DCMS can drive economic growth and improve access to opportunity across different regions and places in the UK. This role will help ensure that DCMS contributes effectively to devolution and wider place agendas by leveraging creative industries, innovation, skills, and investment to support regional economic development.

Key Responsibilities:

  • Support team to deliver the Department’s contribution to driving local economic growth and increased access to opportunity, ensuring alignment with the government's “Place” and devolution agenda and supporting regional priorities.
  • Provide PMO on the clearance and implementation of the Departmental Place Strategy and SoS Place principles, working closely with Internal comms and Policy teams.
  • Build relationships across MHCLG and the department to ensure DCMS and it’s sectors are appropriately represented in cross-government Place policy.
  • Work collaboratively with teams across DCMS to improve the department’s understanding of place-based policy and delivery.
  • Where relevant brief senior leaders on policy developments, supporting the team to develop recommendations in how DCMS can further contribute to the government's overarching goals on place and local growth.

Role 2: Strategy Adviser - Strategy and Policy

The Strategy and Policy team lead on overall departmental strategy, and a range of cross-cutting policy issues and Secretary of State priorities. This role will provide support across the full range of team activities, ensuring DCMS's contributions to creative industries, innovation, and skills development are aligned with broader Government Missions, growth objectives, and social outcomes.

Key Responsibilities:

  • Strategy Development - support DCMS strategy development, including contributions to national economic growth objectives and social outcomes.
  • Departmental Engagement - Build relationships across the department and HMG to ensure DCMS policy development aligns with SoS objectives and Government Missions. Develop governance structures to manage the implementation of the strategy.
  • Stakeholder Engagement - Work with central government, industry bodies,and other stakeholders to provide a clear and consistent voice for DCMS.
  • Project Management - Manage timelines and deliverables for cross-departmental engagement. Support the team to develop and drive forward deliverables.
  • Monitor external trends and opportunities, ensuring that DCMS policy remains forward-looking and proactive.
  • Where relevant, brief senior leaders on policy developments, supporting the team to deliver recommendations for how DCMS can further contribute to the Government's Missions and priorities.
Person specification

The ideal candidates will have the following key skills and experience:

Essential criteria:

  • Excellent stakeholder management skills, with the ability to work across organisations or team boundaries to deliver effective outcomes.
  • Experience in strategy or policy development
  • Proven communication and problem-solving skills
  • Ability to adapt to changing priorities in a responsive environment

Desirable criteria:

  • Understanding of the government’s policy priorities, including the Missions, Industrial Strategy and devolution agenda
  • Experience managing projects
  • Experience drafting briefing materials for senior leaders
  • Experience working in a national context, focused on growth initiatives or in local or regional context, including work with local authorities or regional stakeholders.
