Are you ready to play a leading role in the development of debt advice services across the UK? At the Money and Pensions Service (MaPS), we’re looking for a strategic and collaborative professional to support the commissioning and funding of high-quality, sustainable community-based debt advice. As a Debt Advice Business Development Manager, you will work across internal teams and with external partners to design innovative funding models, identify service gaps, and ensure delivery aligns with national strategy and local need. You’ll help develop and strengthen partnerships with local authorities, charities, and financial institutions—enabling more coordinated, informed, and impactful service proposals. Role Overview
The Debt Advice Business Development Manager will report directly to Debt Advice Development Lead. In this role, you will be responsible for:
Key Responsibilities:
Supporting Community-Based Debt Advice Commissioning:

- Collaborate with the Commissioning Team and the advice sector to develop and implement funding models, grant mechanisms, and service specifications.
- Identify service gaps and make recommendations to enhance accessibility and quality.
- Align funding with strategic goals and sector priorities.
Developing Future Funding Opportunities:

- Identify new funding streams and strategic partnerships to enhance the sustainability of debt advice services.
- Support co-funding opportunities and innovative funding models.
- Advise on long-term financial sustainability for the sector.
Stakeholder Engagement & Collaboration:

- Strengthen partnerships with public bodies, sector partners, local authorities, charities, and financial institutions.
- Contribute to funding strategies that reflect wider government and regulatory priorities.
- Represent the organisation in cross-sector discussions on financial inclusion and funding opportunities.
Building Capacity & Strengthening Partnerships in Debt Advice:

- Enhance provider capacity through access to tools, resources, and best practices.
- Foster innovation and support the integration of digital solutions to increase service effectiveness.
- Develop shared knowledge and contribute to data collection and impact measurement.
Cross-Team Collaboration & Development:

- Collaborate within a matrix structure with various teams.
- Provide updates on funding opportunities, commissioning progress, and service impact.
- Engage in strategic discussions on the future of debt advice funding and sector sustainability.
You will need to demonstrate the following skills and experience.
To excel in this role, you will need to demonstrate:
- Understanding of funding strategy and commissioning, particularly in the context of debt advice services.
- Knowledge of the debt advice sector, financial inclusion, and regulatory frameworks (e.g., FCA, MaPS standards).
- Strong skills in stakeholder engagement and partnership development.
- Familiarity with the technology and digital landscape in debt advice.
- Awareness of various service design and delivery models (face-to-face, digital, telephone-based, hybrid).
- Ability to conduct market and sector analysis to identify funding gaps and anticipate future demands.
- Problem-solving skills and innovation in developing funding solutions and improving service accessibility.

Flexible Working
At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per week. Hybrid working is a voluntary, non-contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
