Contract Type: Locum, approx. 3 months
Job Purpose
To provide specialist legal advice and representation in property law to support the Council's property portfolio and related projects. The role involves handling a caseload of property-related matters, including commercial leases, disposals and acquisitions, right-to-buy sales, and other land and property transactions involving the Council.
Key Responsibilities
Manage a varied caseload of property law matters, including:
Commercial and residential conveyancing
Drafting, negotiating, and advising on leases, licences, easements, and rights of way
Compulsory purchase and land acquisition matters
Sales and purchases of freehold and leasehold property
Advise internal clients, including Estates, Housing, and Planning departments, on legal property matters
Prepare and draft legal documents and reports
Liaise with external solicitors, agents, and stakeholders as necessary
Represent the Council in property negotiations and where appropriate, at tribunal or court
Ensure legal compliance with local government legislation and procedures
Maintain accurate records and case management documentation
Contribute to legal training and knowledge sharing within the team
Person Specification
Essential:
Qualified Legal Executive (CILEx) or equivalent legal qualification
Demonstrable experience in property law, ideally within a local authority or public sector setting
Strong knowledge of relevant legislation, including the Landlord and Tenant Act, Local Government Act, and Housing Acts
Ability to manage a busy and varied caseload with minimal supervision
Excellent drafting and negotiation skills
Strong communication and client care skills
Ability to work collaboratively across departments
Desirable:
Experience with local authority governance and procedures
Familiarity with public procurement and local authority land transactions
Experience with regeneration or development projects
