Pay Rate: Up to £47.00 per hour PAYE depending on experience
Hybrid working – 2 days a week on site
Full UK driving license and access to a vehicle for site visits.
Key Requirements:
Degree in Civil Engineering, or relevant degree with compensatory knowledge, abilities and skills.
Substantial experience in HDM within a local authority or consultancy setting.
Strong track record of interpreting and responding to planning applications.
Extensive experience in technical checking for s278 and s38 works is essential.
Experience presenting at planning committees, inquiries, or public meetings.
Familiarity with current highway engineering and design standards (DMRB, MfS, etc.).
Experience of preparing reports for technical appraisal and public review.
The purpose of the role is to lead and coordinate Highways Development Management (HDM) activities across designated geographical areas of Gloucestershire, ensuring timely, effective and high-quality responses to planning applications and pre-application enquiries. This includes assessing transportation impacts, advising on required mitigation, and negotiating appropriate developer contributions under s106, s278, and s38 agreements.
The role supports the delivery of sustainable economic development aligned with the Council’s policies and the Local Transport Plan (LTP).
Key Responsibilities:
Lead on the review and technical checking of s278 and s38 highway works submissions.
Provide expert HDM advice on Transportation Assessments, Statements, Travel Plans and other planning documents.
Validate transport-related documentation through site inspections and technical analysis.
Offer professional recommendations to the Local Planning Authority (LPA) in line with policy and design standards.
Provide timely formal responses to District Councils on planning applications.
Represent the Highways Authority at Planning Committees, public meetings, and planning appeals/public inquiries.
Negotiate and secure s106 financial contributions and ensure coordination with strategic transport infrastructure.
Instruct the Legal team and oversee preparation and completion of legal agreements (s106, s278, s38).
