Skills & Experience:

A good standard of general education including Maths and English at level 3.
Understanding of commissioning and experience of contracting functions.
Understanding of national and local changes impacting on social care services, in an Adults, Childrens or Public Health setting, including Transport legislation.
Experience of successfully engaging with others and building positive relationships with others.
Effective interpersonal skills and experience of working as part of a team and on own initiative, including organising and prioritising own workload
Ability to analyse financial and performance information and carry out reconciliations, processing invoices etc.
Proven ability to maintain excellent working relationships with partner organisations



What's involved with this role: As a Transport Officer, you will support all aspects of commissioning and contract management, including arranging individual transport provision to ensure high-quality services and value for money.

You will work as part of a small team focused on either SEN, travel training and fleet, or mainstream and social care transport for children or adults. With the right support and training, you’ll be expected to work flexibly across different service areas, using your knowledge to adapt to varying needs.

Key duties:

Manage all aspects of contract delivery, including mobilising new contracts, leading performance meetings, conducting provider visits, and gathering data for ongoing quality improvement and compliance.
Apply the City Council’s statutory transport eligibility criteria to parental applications for SEND transport as part of the Transport Panel decision-making process.
Administer the Transport Panel by coordinating cases, supporting senior officers with assessments, and ensuring accurate recording of decisions based on EHC plans and identified needs.
Gather and assess transport needs information from operational teams to support the arrangement of appropriate services for children and adults.
Work closely with social care professionals, families, and individuals to understand transport care requirements, recommend suitable provision, prioritise use of in-house services, and source external placements where needed.
