Summary
The Public Sector Fraud Authority (PSFA) is responsible for working with departments and arms-length bodies to better understand and reduce the impact of fraud against the public sector. Working in the PSFA is an opportunity to make a difference to the taxpayer by improving how the public sector deals with fraud. This can reduce the cost of public services and drive fairness in society. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high profile policy area with high media, parliamentary and ministerial interest.
As well as being part of the PSFA, a new authority established in 2022, you will also be part of the Government Counter Fraud Function (GCFF), which has members in all departments, at all levels, in all sectors.
The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HM Treasury to tackle fraud in the public sector.
The PSFA, whilst sitting within the Cabinet Office, reports jointly to the Cabinet Office and Treasury Ministers. Maintaining close working relationships with HMT colleagues is key to ensure the PSFA can deliver its mandate effectively. The PSFA will continue to grow during 2023-24 with locations across the country – including York, Glasgow, Newcastle and London. As a result, hybrid working is fully embraced and teams are encouraged to collaborate in the various Cabinet Office Hubs around the country.
PSFA works collaboratively with fraud experts across the disciplines needed to effectively find and fight fraud, including fraud risk assessment, measurement, prevention, intelligence and investigation and building public sector capability in these via the Government Counter Fraud Profession (GCFP).
Job Description
These posts sit within the Risk, Threat and Prevention (RTP) team, supporting ministerial departments and public bodies in understanding the risks and threats they face, and mitigating these risks through controls, prevention and deterrence activity. This will not be a one size fits all approach and will be tailored according to the need and PSFA resourcing.
These roles will support the Heads of Service that deliver counter fraud expert support services to ministerial departments, public bodies or specific schemes, including:
- Conducting Initial Fraud Impact Assessments (IFIAs), Fraud Risk Assessments (FRAs), Enterprise Fraud Risk Assessments (EFRAs) and Control Testing Advice
- Willingness to undertake training for new service offerings
- Reviewing and providing advice on IFIAs and FRAs in line with the GCFP Fraud Risk Assessment Standard
- Providing advice on controls to mitigate the risk of fraud
- Work with a wide range of stakeholders to deliver IFIAs, FRAs, EFRAs and ad hoc projects within agreed timeframes and aligned with the GCFP Fraud Risk Assessment Standard
- Creating project plans and bespoke content tailored to meet the needs of individual stakeholders
- Provide bespoke services to stakeholders including delivering workshops on FRAs, IFIAs and Control Testing Advice
- Flexible and able to adapt in order to deliver targets in line with RTP’s wider activities
Responsibilities
Successful candidates will:
o Use their expertise to inform and support service users to design schemes for the public which are less vulnerable to fraud risk or error.
o Deliver at pace to identify fraud risks and work with experts from across government, the private sector and international partners
o Use the insight available to PSFA to map trends and themes relating to fraud risk
o Work across PSFA with other business areas, using RTP’s collective insight and expertise to refresh products and guidance and create new ones.
