The Post Office is a key national asset at the heart of communities across the country. As the sole shareholder for the Post Office, the Department for Business and Trade is responsible for setting the strategic direction for the company while allowing it the freedom to operate as a commercial business. We are also responsible for overseeing a programme of redress for victims of the Horizon scandal, including through direct delivery of compensation schemes.​

This is a priority area for Ministers that attracts strong interest and attention across Government and Parliament, as well as from the media and wider public.    ​

The Post Office Policy Team’s work is high-profile, varied and stimulating. We work closely with a range of internal and external stakeholders, which include UK Government Investments (UKGI), Ministers and their private offices, other Government Departments, the Post Office and the wider community. 

The postholder will provide senior analytical leadership to the recently expanded Post Office Analysis team with two branches: ​

  • Post Office Redress Schemes ​
  • Post Office Operations and Future ​

The Post Office Redress Schemes branch provides the full range of analytical assurance to schemes providing redress to sub-postmasters who have suffered damages relating to the Horizon IT System. This includes schemes that are administered by Post Office Limited but funded by HMG in whole or in part ( Horizon Shortfall Scheme and Overturned Convictions scheme), as well as schemes that are administered by DBT with the support of specialist advisors (the Group Litigation Order, the Horizon Convictions Redress Scheme and a number of other schemes under development). Analytical assurance includes (but may not be limited to):​

  • Providing Value for Money assessments of redress schemes​
  • Providing analytical support for scheme design ​
  • Monitoring scheme delivery and tracking progress against targets ​
  • Undertaking impact and process evaluations of the schemes, in partnership with outside contractors ​

The Post Office Operations and Future branch provides the full range of analytical assurance to support HMG policy and spending on operations, including: ​

  • Analytical assurance of HMG support for a new IT system to replace Horizon ​
  • Building an evidence base to support assessment of the future shape of Services of Public Economic Interest supported by HMG ​
  • Building an evidence base to support policy design relating to network requirements ​
  • Analytical assurance of HMG spending to sustain Post Office Ltd’s operations ​

​The role also leads the analytical team supporting DBT’s sector teams on consumer-facing sectors such as hospitality, retail, creative industries, sports economy and international education. You will lead the team to develop the evidence base, support policy development and design, and provide analytical assurance for sector policies. You will work across Whitehall, making important connections with the Industrial Strategy, Growth Mission and work on the future of the high street.​

We will expect you to already be, or be able to become, a member of a Government analytical profession (Government Economic Service, Government Social Research, Government Statistical Service or Government Operational Research Service).
