Regular travel and overnight stays to our overseas bases will be required, so a full driving licence is necessary.

The successful candidate will provide support to Assistant Head of Governance, Safety, Safeguarding and Assurance (GSSA) regularly review, and develop/adapt policy based on good practice, changes in legislation and/or findings from audits, investigations, to ensure continual improvement and effectiveness.

To lead on HLB focused HS&EP Audits, conduct regular assurance visits of all DirOB BLBs, monitor BLB improvement plans and report progress at HLB Board meetings, TLB and Regulators forums as required. Co-ordinate audits, inspections, and act as key point of contact/focal point for all HS&EP matters within DirOB, both internally and to external stakeholders from within UKStratCom, Defence Regulators and Dir HS&EP, among others.

To lead on the delivery of the HLB outputs or provide oversight of BLB management in support of HLB priorities.

Strong leadership is a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations, produce regular reports/briefings to senior management and the TLB, and make effective decisions.

Provide professional, technical and specialist advice to a range of stakeholders and duty holders on:

Occupational health and safety management
environmental management
compliance with fire safety obligations,

To display a commitment to Continuous Improvement, assisting the Directorate leadership in leading change, and improving performance.

To manage a team that will be capable of providing managers at all levels with support regarding potential HS&EP risks in the working environment and to advise on the appropriate action to be taken to prevent injury to staff, harm to the environment or/and loss of buildings and equipment.

Establish a SMART HS&EP delivery plan aligned with the Strategic Commands HS&EP Priorities and Objectives, including relevant KPI’s for senior management ownership and clear accountability,

Establish and deliver a monitoring strategy, liaising with the Directorates overseas bases to embed local management and obtain necessary performance and management information to monitor the HLBs HS&EP delivery plan and compliance program.

Line management responsibilities for HLB HEO Safety, Health, Environment & Fire Officer.

Establish and build good working relationships with HS&EP TLB, HLB and BLB risk contacts to support and advise on the quality risk assessments and risk reporting to support the onward accurate reporting and where required escalation of current HLB HS&EP risks (including Duty Holding)

Influences a positive safety and environmental management culture throughout the HLB, identifying and implementing improvements and effectively managing HS&EP change workstreams.

The senior leadership team expects all leaders within the team to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment and by delivering results.

Run functional HS&EP working groups and other forums to expand professional networks of HS&EP Subject Matter Experts in various areas across all Overseas Bases to ensure best practice, emerging trends and issues can be shared.
