Leadership Build and maintain internal and external collaborative relationships Facilitate effective functioning of the Alliance governance, including coordinating and leading the Alliance Management Team Embed effective project management structures within the Alliance Management Team, with clear mechanisms to track progress and manage risks Manage change appropriately, create vison, and bring people along with any changes Identify impact of change and opportunities for continuous improvement. Communicate the strategic direction and vision of CAVDAS internally and externally Support and develop services through a trauma informed lens. Research and present different and innovative models for delivery, where this will have a positive impact for the people of Cardiff and the Vale. Connect with, and learn from other Alliance networks Create one culture across the Alliance delivery system Foster a culture of innovation and creativity Provide line management, supervision, and leadership to achieve performance outcomes and the delivery of high quality services in line with contractual arrangements and agreements Ensure CAVDAS staff are engaged, motivated, supported and skilled to deliver high-quality person-centred support Performance, Finance and Contract Management Negotiate and communicate with commissioners and providers across sectors. Work alongside finance leads to maintain budget and financial oversight of the Alliance financial envelope with delegated authority for overseeing spend on behalf of the Alliance Leadership Team Liaise with the host banker and the APB accountant as required Work alongside finance leads to scrutinise and prepare budgets, monitor spend, and provide written quarterly finance position reports to the ALT Provide Performance Management of CAVDAS functions and delivery areas Oversee system measures for monitoring performance and reporting performance progress and risks to the ALT, and APB contract Manager both verbally and in writing (performance reports) Leading on and/or supporting funding and wider bid writing. Direct line management and supervision of the CAVDAS Service managers Establishment and Management of sub-contracts/Service Level Agreements Reporting to the ALT on any associated risks and recommending any required remedial measures. Overseeing implementation plans and supportive system measures and maintaining an accurate and up to date Risk Register. Develop and manage a Single Point of Access system. Monitor and communicate progress made by CAVDAS, holding all members and subcontractors to account. Audit service to ensure that people using CAVDAS services are receiving high-quality, person-centred support, and that they feel valued, and respected. Develop CAVDAS policies and procedures, and ensure they are fully implemented to achieve Alliance objectives, and to maintain safe and effective support Develop new strategies to maintain or improve the quality of-service deliveryService Management Support the development and co-ordination of subgroups for enabling service transformation and change. Facilitate appropriate governance principles for supporting CAVDAS decision making. Maintain oversight of the Alliance and CAVDAS service delivery, and shape relevant Operational Policies and Procedures Overseeing creation of ALT agenda, papers, and proposals. Ensuring mechanisms are in place in relation to feedback on service quality, and views and experiences are acted on Ensuring the CAVDAS staff team demonstrate CAVDAS values Overseeing the development and support of the CAVDAS workforce including paid and unpaid workers. Ensuring CAVDAS Team follow best practise and maintain quality standards Develop problem management and service improvement plans Facilitate effective functioning of the Alliance Governance Structure Reviewing reports on activity within AMT & ALT meetings to identify opportunities for improvement or expansion Monitor and report on the progress of the Alliance against expectations and the health of the relationshipNetworking and Communication Lead on the development and maintenance of collaborative relationships between internal delivery teams, organisations, and external partners. Strengthen interfaces with allied services within the substance use system across Cardiff and the Vale Act as a key point of contact for the Alliance. Oversee and ensure CAVDAS fosters the engagement, participation and co-production with people using services and front-line staff. Maintain oversight of Alliance communication in line with the CAVDAS communication strategy. Ensure the service is integrated within local and national plans Establish and maintain strategic and operational relationships with partners, including homelessness, supported housing, mental health and criminal justice services to ensure alignment and added value for people with drugs and alcohol support needs Establish priorities based on the overall business plan and make sure that these priorities are clearly communicated and carried out by the team
