Crynodeb

To articulate the nuclear and non-nuclear requirement for commercial diving to the Industry Partner at the appropriate level to ensure that NBC(D)'s priorities are delivered.

To enact the role of Devonport Commercial Diving Superintendent, in accordance with the Diving at Work Regulations 1997 (DWR 97) and associated L104, Approved Code of Practice (ACOP), for nuclear and non-nuclear safety and security implicated contracts.

Determine suitability of the contractor’s Diving Safety Management System (DSMS) and equipment maintenance procedures.

To ensure that all nuclear and non-nuclear policy for commercial diving, including FP14-31-000, are kept up to date following advice from the industry partner subject matter experts.

Support any MOD specialist audits of commercial diving and vessel-to-shore waste services including nuclear and non-nuclear.

Monitor Diving Project Plans prior to work starting to ensure as a minimum the following information is contained and is appropriate to the project and compliant with regulations:

Identifies each diving operation which makes up the project and the nature and size of any diving operation so identified shall be such that it can be safely supervised by one person.

Provides Risk Assessments that state how the hazards identified, and risks assessed will be controlled.

Contains Method Statements which cover the general principles of the diving techniques to be used as well as the needs of each particular operation. The diving methods and equipment should be determined as part of the risk assessment.

Provides contingency procedures for any foreseeable emergency, including retrieving injured and/or unconscious divers from the water.

That each supervisor is given a copy of that part of the DPP relevant to the diving operation that they will be supervising.

Conduct an initial sub-contractor on-site assurance check in accordance with DWR 97 and associated L104 ACOP.

Ensure all safety incidents and near misses are correctly reported and where appropriate, investigated.

To advise the Naval Base Commander on any issues affecting the safe conduct of the diving project.

Secondary Purpose

Support the 4P Nuclear Licensee responsibilities with respect to commercial diving.

Functional accountability over Devonport’s Diving and Waste Intelligent Customer for the delivery, by Babcock, of the FMSP contract.

To ensure any military diving within the Dockyard Port of Plymouth has the appropriate permissions to take place and that any conditions are complied with.

To be part of the voluntary DACC on-call response set up.

Attend the Devonport Diving Forum and represent Devonport at Navy Command higher governance meetings including the Defence Diving Governance Board
