The Infrastructure and Project’s Authority (IPA), soon to be merged into National Infrastructure and Service Transformation Authority (NISTA), is the government’s centre of expertise for infrastructure and major projects. Reporting to both HM Treasury and Cabinet Office, the IPA operates at the heart of government, working on a wide variety of high-profile and politically-charged projects, from railways to schools to defence and hospitals.

The Team

The Strategy and Policy Team operates right at the heart of the IPA, in the IPA CEO’s Group.

The team identifies and actions the strategic priorities of the IPA, and enables scrutiny and review of Government’s most high profile and challenging projects. It does this by working across the IPA and hand in hand with HM Treasury - applying insights from project performance data; working collaboratively with policy and project delivery professionals in departments, HM Treasury and the Cabinet Office; and responding to the priorities of our Ministers, the IPA CEO, and other key senior leaders in Government.

It drives progress in the IPA by:

  • providing strategic advice and support to the IPA CEO and centre of government;
  • articulating the strategic direction of the IPA as an organisation through the IPA’s Major Projects Portfolio Board (MPPB);
  • leading the GMPP Major Projects Review Group (MPRG) on behalf of HM Treasury;
  • organising the IPA’s contribution to HM Treasury led fiscal events and government publications; and providing policy support across the IPA

This high-profile and demanding role is an opportunity to play a major role in how the most complex of government’s major programmes are scrutinised and set up for success. It will require you to work independently, develop and maintain a strong network of relationships across government, and engage confidently with senior officials across government.

We are seeking an ambitious SEO candidate to support the Secretariat to the Major Projects Review Group, working to support its co-chairs: the Director General of Public Spending, HMT, the Director General Growth and Productivity, HMT,the Chief Operating Officer of the Civil Service and IPA CEO.

Set within the Strategy and Policy Team, projects like High Speed 2, Sizewell C, the New Hospital Programme and the Farming and Countryside Programme are just some of the areas you can expect to cover in a typical week.

This is a stretching role, where you will support a wide range of senior colleagues across departments to make clear and evidence-led recommendations, situating them within the context of government priorities, and assess where key interventions can be made to improve outcomes.

Responsibilities and Duties

  • Providing high quality advice to the MPRG Co-Chairs (Second Permanent Secretary, HM Treasury and CO Permanent Secretary) and other key officials on all areas of MPRG’s work including current programmes and future direction.
  • Providing efficient and effective secretariat support for MPRG, managing panel meetings and keeping the process under review to ensure the panel is best placed to provide robust assurance of Government’s most high risk, high value projects.
  • Build and maintain effective relationships across the IPA and with HMT spending teams to identify the right projects for inclusion in the MPRG Forward Look.
  • Establish credibility with senior officials and feel confident to work autonomously.
  • Developing and maintaining excellent working relationships with HM Treasury and independent panel members, who are senior level executives in Industry and in other Government Departments.
  • Support the wider policy team across the IPA and improve engagement with ministers and senior Whitehall stakeholders.
  • There will be significant opportunities to stretch beyond the confines of the MPRG role, the role holder will work closely with HMT and colleagues across Whitehall to drive improvements across the project delivery and approvals systems.
  • The post holder will work closely with HMT on spending controls reforms and embedding these within the project approvals and delivery systems.
