Are you an economist or operational researcher with experience of leading analytical projects?

Can you work confidently with a wide range of stakeholders and build robust working relations?

If so, we’d love to hear from you!

We have an exciting opportunity for an experienced Economist or Operational Researcher to join our team within the Department for Transport. This role will lead on analysis and modelling related to Sustainable Aviation Fues (SAF) and cross cutting analysis on low Carbon Fuels (LCF).

Transport is now the largest contributor to UK domestic greenhouse gas (GHG) emissions, contributing 28% of domestic emissions in 2022, rising to 34% when accounting for emissions from international aviation and shipping. In recognition of the need to go further and faster and deliver against the ambitious Net Zero objectives, we are looking to recruit an SEO economist or operational researcher to lead on analysis and modelling related to Sustainable Aviation Fuel (SAF) commercialisation and cross-cutting analysis on Low Carbon Fuels (LCFs). Low carbon fuels (LCFs) are alternatives to fossil fuels that deliver lower carbon emissions over their life cycle.

Responsibilities include but are not limited to:

  • Help deliver the analysis related to the revenue certainty mechanism (RCM) for the Sustainable Aviation Fuels (SAF) industry: the government has committed to introduce a revenue certainty scheme as part of the UK’s world leading SAF programme. You will work collaboratively with the rest of the LCF analysis team to deliver the analytical work supporting the development and implementation of this mechanism and present it to seniors in DfT and across Whitehall. In addition, you may also work on the development of consultancy analytical work in this policy area.
  • Collaborating effectively across a number of different teams and stakeholders: You will also be required to form strong working relationships and collaborate closely with departments across Government such as Defra, DESNZ, DBT, HMT, No 10 and Ofgem officials, as well as teams across DfT to ensure that the best available evidence underpins decision-making. You may also be required to collaborate with organisations outside of central Government including Local Authorities and external experts to gather the latest evidence and market intelligence.
  • Communicating evidence and analysis: You will need to communicate complex and technical evidence and analysis to influence policy colleagues and senior decision makers across Whitehall. You will be involved in presenting recommendations and ensuring the appropriate use of evidence in decision-making. This will require you to work closely with policy colleagues and be an integral member of the wider relevant policy team.
  • Providing analytical support on other areas of low carbon fuels: You will need to work dynamically to pick up work on other areas of low carbon fuels such as biomass availability and hydrogen analysis where support is needed. This will require you to work across our analytical team and to establish collaborative relationships across DfT and across Whitehall
