Provide a Trust wide strategic lead on behalf of the Chief Nurse and Deputy Chief Nurse to ensure the Trust meets its obligations under the Childrens Act 2004, Working together to safeguard children 2023, Safeguarding Assurance and Accountability Framework 2022, Care Act 2014, regulatory remits of the CQC and other relevant legislation and guidance in order to ensure the Trust provides safe effective and well led services, in line with the Trust values which safeguard people at risk. To provide strategic leadership as part of the single corporate service across Portsmouth Hospitals and the Isle of Wight Trust, reporting to the Group Chief Nurse and Deputy Chief Nurse. To support the Trusts active participation in multi-agency partnership work across the region. Reporting to the Deputy Chief Nurse the post holder will have responsibility for leading the childrens, adults, maternity and mental health safeguarding functions providing leadership and direction to Named Professionals. Be a core member of the single corporate service senior nursing team within the organisation and deputise or cross cover as required for the Deputy Chief Nurse or the Divisional Directors of Nursing. Be a core member of the Trust Senior Nursing team supporting quality, safety and patient experience. The post holder will lead the development of the Trusts strategy regarding all aspects of safeguarding, working with key internal and external stakeholders to deliver a comprehensive, cohesive, safe and effective safeguarding service for the Trust. To provide visible and professional leadership in the co-ordination, monitoring and evaluation of all aspects of the at risk agenda for both children and adults. To provide expert level of knowledge, leadership and professional advice in relation to safeguarding children and adults at risk, across the Trust, and the Board using lessons learnt from national and local case reviews, best practice evidence and research. Provide a visible and accessible presence within the Trust. The post holder will ensure that all statutory regulations, processes and performance requirements related to safeguarding are fully met and agreed at Executive and/or Trust level. The post holder will ensure robust processes are in place to enable the Trust to participate in case reviews The post holder will lead, mentor and develop their team. To support the Chief Nurse and Deputy Chief Nurse in ensuring that all aspects of safeguarding are regularly reported to the Trust Board. Responsible for implementation, maintenance and development of effective and efficient systems for the detection, prevention, surveillance, investigation and control of harm and abuse in partnership with the named Professionals. To develop the Trusts internal capacity to provide assurances in relation to safeguarding processes. Ensure the development, implementation and monitoring of infrastructures, and polices which are reflective of local multi-agency policies. Develop, implement and monitor delivery of the Trusts safeguarding Strategy To provide highly specialist advice to clinical areas and management functions in relation to safeguarding policies. To lead patient involvement, engage and involve at risk patients, relatives and advocates. Gain feedback in order to ensure services and service improvements are patient centred and enhance equality/ parity of esteem. To lead and support service improvement work translating case review and patient feedback in to identifiable changes in practice or policy across the organisation. To personally meet with patients and carers who may have been abused or at risk of abuse including those who may be angry or bereaved to advise on safeguarding procedures. Responsible for safeguarding services, procedures, processes and policies for the Trust and act as an internal and external specialist for safeguarding ensuring priorities for safeguarding policy and practice development are agreed at Executive/Board level. Responsible for the production, development, review and implementation of discrete policies and procedures in respect of: Child Protection/Safeguarding Policy and Procedures Safeguarding Vulnerable Adults (SVA) and Adult Protection Policy Domestic Violence and Abuse Policy Mental Capacity Policy Trust website safeguarding pages Safeguarding training and supervision Responsible for ensuring safeguarding assurance is provided in relation to statutory responsibilities within the Childrens Act 2004, the Care Act 2014 and other relevant legislation and guidance including the CQC Fundamental Standards and performance information relating to monitoring assurance for CCGs and NHSI. To provide professional leadership in the co-ordination, monitoring and evaluation of all aspects of the safeguarding children and adults at risk agendas. To provide expert level of knowledge, leadership and professional advice in relation to safeguarding children and adults at risk, across the Trust, and the Board using lessons learnt from national and local case reviews, best practice evidence and research. The post holder will ensure that all statutory regulations and performance requirements related to safeguarding are fully met and agreed at Executive and/or Trust level. To provide representation at Regional and National level working groups and events. To provide a breadth of evidence as assurance to regulators, the Integrated Care Board, internal Board sub-committees and others that the Trust Safeguarding Service provides a robust service to all staff to protect our patients, carers and the citizens of Somerset. Manage all the budgets for safeguarding, including the identification of savings and efficiencies. Clear direction and coordination for managing allegations involving colleagues that have a safeguarding element, thus ensuring that all individuals are kept safe, protected, and supported. In fact-finding and investigation, we will use our just culture and compassionate leadership so that those involved are able to reflect and identify learning as appropriate to the case detail. Work collegiately with other leaders to support staff in delivering best outcomes for patients and service users by use of reflection and feedback as an informative tool to develop better quality and value services. Promotion of the Trusts Safeguarding Service at national conferences and events. Provide mentoring to other safeguarding leaders nationally where services are less developed. Identify and generate external training income stream opportunities with key partners. Ensure training for the organization is up to date reflecting changes in legislation, policies, and national findings. That it is proportionate to individual roles and responsibilities. Support department leads in identifying areas for development to ensure patients are provided with the best care to safeguard and thrive. Specific Core Functions Act as a senior member of the leadership team and as a safeguarding professional role model, deputising for the Deputy Chief Nurse and Chief Nursing Officer where necessary. Directly line manage senior specialist nurses and other safeguarding team members in the single corporate service safeguarding structure. Provide effective leadership and management to line reports, e.g., recruitment, appraisal, support, and disciplinary procedures. Foster a high degree of communication skills and working relationships with a variety of individuals across agencies and organisations including commissioners on matters relating to safeguarding children and adults at risk of abuse and neglect. Co-chair the Trust safeguarding committee and other related multi agency subgroups to provide health system safeguarding expertise. Actively disseminate expertise through publications, conference presentations and participation in national focus groups relevant to safeguarding children, adults at risk of abuse and neglect.
