Treatment Manager - Offending Behaviour Programmes

Job objectives and responsibilities
As the Treatment Manager you will have responsibility for the quality oversight, facilitation and delivery of Accredited Programmes and Structured Interventions which address offending behaviour to meet the requirements of the sentence of the court and sentence plan.
The successful applicant will provide professional supervision to Programme Facilitators within the prison to improve performance, skills and development opportunities.
The Treatment Manager is responsible for ensuring that Programme Facilitators deliver programmes in accordance with the Accredited Programme Manual and session content requirements for a range of programmes, this will be done through video monitoring, feedback and group supervision. They will work alongside the Accredited Programmes Programme Manager to ensure HMP Millsike meets completion targets for interventions, maintains gold standard quality delivery and that an understanding of behaviour change is embedded throughout the prison. Our Psychology Team will support quality delivery through oversight and support especially in relation to offence specific characteristics and the delivery to high risk individuals.
The job holder will ensure the delivery of the required number of programme sessions as outlined in the Treatment Management Manual and within HMP Millsike's contractual obligations. They will be responsible for the quality of programme delivery, including preparation, facilitation, assessment, reporting, and ongoing support for participants and staff. This includes ensuring programmes are delivered according to their design and maintaining programme integrity.
The job holder will select and support facilitators, providing professional supervision and ongoing skill development. They will complete the required Video Monitoring (VM) of sessions, provide feedback to facilitators, and supervise post-programme reports to meet the needs of various stakeholders.
They will follow national guidelines for the assessment and selection of prisoners, complete relevant paperwork, and respond to local queries or complaints. Attendance at counselling support sessions, relevant training, and meetings is required. The job holder will contribute to the Accredited Intervention Management (AIMs) team, local programme Awareness Training, sentence planning, and reducing reoffending.
They will work with the Department Senior Manager to produce the Annual Interventions Plan and attend monthly Reducing Reoffending Strategy Meetings. Monitoring of attrition rates, programme take-up, and referral waiting lists is also part of the role. The job holder is expected to accept reasonable alterations and additional tasks as necessary.
Person Specification
The successful candidates should have current accredited programme delivery experience. Potential accreditation in TSP is preferred but not essential due to imminent changes to accredited programmes (New Generation Programmes) via CSAAP and HMPPS. Experience in delivering supervision sessions to facilitators is required, along with experience as an Offending Behaviour Treatment Manager in either a community or custodial setting. Strong organisational skills are necessary. Candidates should have experience working within the Criminal Justice, Social Care, or secure environment sectors. A knowledge and understanding of group dynamics and the ability to motivate groups and individuals to participate fully in programmes are essential. Experience in motivational interviewing and challenging inappropriate language and behaviour is required. Candidates should also have experience in supporting others and the ability to support staff in professional practice. Basic to intermediate IT skills, including proficiency in Microsoft Excel, Word, Outlook, and some experience in updating central data systems, are necessary.
Candidates must have good written and ICT skills, effective verbal skills to interact and communicate with a range of audiences, and the ability to undertake the Intervention Services generic Treatment Management Training. Additionally, candidates should have the ability to work towards the Training and Assessment Skills for Intervention Specialist (TASIS) Qualification.
