Summary

Homeland Security Group’s (HSG) mission is to reduce homeland security risks to the UK’s people, prosperity and freedoms. This includes risks from terrorism, state threats, economic crime and cyber-crime. We provide systems leadership across government and deliver strategic initiatives, working closely with operational partners, the Intelligence Agencies and other external organisations to protect the UK.

The Cyber Policy Unit (CPU)’s mission is to reduce cyber crime and protect the UK from high harm cyber threats. Against a backdrop of an increasingly digital and online world, CPU works at the cutting edge of national security and law enforcement policy. This fast paced policy area is influenced by geopolitical events, new technology and innovation by organised criminals. In an environment of rising cyber crime and high profile state threat cyber incidents, CPU works with a wide range of stakeholders to deliver key components of the UK’s National Cyber Strategy. Core CPU business areas include:

  • Coordination and delivery for the whole cyber crime system, including law enforcement and the agencies, working to drive down the pernicious costs of widespread, high volume cyber crime to UK businesses and citizens.
  • Leading international action to counter cyber threats, including at the United Nations, with 5-eyes partners or in other multilateral policy settings; 
  • Legislative lead for the Computer Misuse Act – the foundational act which prohibits hacking – whilst working on innovative regulatory and legislative options for new and emerging cyber risks;
  • System coordinator for threat in the National Cyber Strategy, working with partners to better understand, detect, deter and disrupt high harm cyber groups that target the UK;

CPU works closely with law enforcement, the National Cyber Security Centre and international partners, as well as other government departments and external partners.

These roles provide an exciting opportunity to work on a broad range of high-profile issues in a fast-growing area of cyber and national security. The roles will address unique mix of criminal and state-linked threat types, providing insight to a wide range of UK national security tools and law enforcement activity. CPU has to deliver an ambitious agenda of strategy development, legislation, international outreach and programming, with high degrees of Ministerial interest. The post holders will lead on specific policy items with autonomy, requiring dedication and tenacity to influence stakeholders and deliver over time.

SEO x 2 - National Security Policy Advisor

The National Security Cyber Policy Team own a range of exciting and cutting-edge policy areas including ransomware, crypto assets and offensive cyber. We explore the national security impacts of new technologies and spearhead work to mitigate any threats they pose. The team also leads the wider threat section engagement with industry, including through both the National Cyber Advisory Board, the Government Cyber Advisory Board, the insurance industry, and cyber incident response firms.

Key responsibilities within the roles include:
- Responsible for cross-Whitehall/Agency stakeholder engagement to progress the Home Office ransomware strategic campaign plan, including Director-level governance.
- Producing briefings for Ministers and senior officials for meetings on ransomware and other national security cyber policy issues.
- Integral part of progressing the strategic ransomware campaign plan, including responding to the public consultation and potential legislation.
- Horizon scanning for opportunities to progress the ransomware agenda.
- Lead the wider Directorate (Directorate for State Threats and Cyber) engagement with the National Cyber Force.
- Work with the National Cyber Advisory Board and Government Cyber Advisory Board.
- Lead engagement with the National Cyber Force on cyber crime
- Policy work on the dark web, offensive cyber, emerging technologies, enabling technologies and industry engagement.

SEO – International Cyber Crime Engagement Advisor

CPU International delivery team is a cross cutting team within the unit, which focuses on amplifying domestic cyber crime policy globally to reduce risk upstream, utilising international partnerships to inform Home Office led cyber crime policy development here in the UK (at a bilateral and multilateral level), and engaging across HMG on wider cyber policy and programming which sits under the Threat Pillar and/or International Pillar of the National Cyber Strategy.

Key responsibilities of the role include:
- Developing and regularly monitoring a matrix to identify priority countries for the UK to understand and influence on cyber crime.
- Leading on Home Office engagement with cyber work strands of the G7 and Five Country Ministerial (FCM)
- Supporting the wider team with projects and events through the International Counter Ransomware Initiative (CRI)
- Producing briefings for Ministers and senior officials who are meeting international counterparts on cyber issues.
- Ensuring Home Office priorities on cyber crime are promoted within FCDO led cyber capacity building programmes overseas and liaising with the FCDO on programme development and reviews.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, job-share and compressed hours are available.

Travel

The post holder for International Cyber Crime Engagement Advisor will need to represent the department externally; with opportunities for occasional international travel, maximum three times a year.
