Summary

These two roles are in the central Financial Accounting and Control Team (FACT). In addition to being DCMS’ financial accounting Centre of Excellence, the team leads in the production of the consolidated accounts of the DCMS Group (with 34 of its 42 Arms Length Bodies directly consolidated) and manages the National Lottery Distribution Fund (NLDF).

The team is the hub for all financial operational and control functions including treasury management, VAT, purchase to pay support and manages the relationship with DCMS’ shared services provider.

The DCMS Finance team (of which FACT is an integral part) is relatively small and this provides opportunities for development not always found in a bigger department. Finance is high on the agenda and provides the opportunity to influence the direction of the Department for the future.

Financial Accountant - National Lottery Distribution Fund:

We are recruiting a Financial Accountant to join the Financial Accounting and Control Team (FACT), your primary responsibilities are:

● Oversee the financial systems and procedures of the National Lottery Distribution Fund (NLDF), working with the Lottery Policy team and other stakeholders to ensure accurate data capture and financial reporting of the NLDF.
● Managing the weekly payment process for Good Causes contributions to the 12 lottery distribution bodies.
● Lead in the production of the monthly NLDF statements for issue to the lottery distributing bodies.
● Lead in the preparation of the NLDF annual statutory accounts.
● Manage fixed asset accounting for DCMS, including control of the Integra Fixed Asset Module and monthly reconciliations.
● Lead in preparation and transition work required for the NLDF and Fixed Assets, for the Departments move to a new Enterprise Resource Planning (ERP) system.
● Liaising with the National Audit Office and ensuring all necessary documentation is available for audit.

    Financial Accountant - Loans and Arms Length Bodies:

    We are recruiting a Financial Accountant to join the Financial Accounting and Control Team (FACT), your primary responsibilities are:

    ● Providing technical accounting and budgeting advice on DCMS’ Covid-19 sector support packages, made up of the Cultural Recovery Fund, the Sport Survival Package and the Rugby Football League with an outstanding balance at 31 March 2023 of £302m.
    ● Updating the Expected Credit Loss models and all the inputs at Supplementary Estimate and year-end to ensure accurate forecasting and reporting.
    ● Review and preparation of journals for the unwinding of time discount on loans and ECL provision balances and other ad hoc adjustments.
    ● Working closely with the Loans Policy team to track repayments, defaults and working through any reprofiling requests.
    ● Liaising with the National Audit Office and ensuring all necessary documentation is available for audit.
    ● Reviewing the year-end data collection packs submitted by ALBs for the DCMS Group accounts to ensure these are complete, accurate and the submitted data passes all validations.
    ● Preparation, reviewing, sense checking and proofreading of final DCMS Group accounts, including commissioning other sections, challenge and review and collation into a single cohesive document.
