Shadow Football Regulator

We lead the Government's work on the future governance of football. A Bill will be introduced to establish an independent football regulator to ensure greater sustainability in the game and strengthen protections for fans.

The Shadow Football Regulator is a dedicated team within DCMS which is responsible for setting up the Independent Football Regulator. It is ensuring the regulator has the right skills, governance and corporate functions so it can start work as soon as possible after the Bill receives Royal Assent.

These roles are being recruited on a loan or fixed term basis for 12 months with the possibility to extend. This role will be based in DCMS on an interim basis. Subject to the overall progress of the programme, the intention for this role is to transfer to the Football Regulator once fully established.

Please note that this role will be based in Greater Manchester, which is where the Regulator will be based - an exact location has yet to be determined.

This is a unique opportunity to join the team that is setting up the new regulator for football.

This a new role responsible for developing proposals and implementing the regulators internal corporate governance framework. This will involve plans to support the initial set up stage, through to a fully operational organisation. You will be part of a governance secretariat function which will offer you a unique insight into key decisions and discussions taking place at the highest level across the regulator.

As well as the regulator’s board and senior leadership, you will be working collaboratively with a range of stakeholders across the organisation and externally.

Through your day-to-day work, you will promote good governance across the organisation and gain invaluable experience at the heart of the decision-making processes. The role provides excellent opportunities to develop key leadership and decision-making skills.

The role requires the highest standards of communication, professionalism and attention to detail. We are ideally looking for someone with a background in corporate governance. An understanding of the football industry is also highly desirable.

Key responsibilities:

  • You will lead on proposals for the regulator’s internal corporate governance processes, and support the transition of governance from the shadow football regulator to a fully operational organisation.
  • You will need to develop and implement governance policies and procedures, following guidance and best practice to support the specific needs of the regulator’s governance framework.
  • As part of a new governance Secretariat function, you will need to have the appropriate skills to adapt to emerging priorities and support the effective running of the regulator’s governance framework, including producing high quality papers and providing advice and administrative support to deliver a high standard of service.
  • You will be working with colleagues across the organisation to ensure issues are brought to the Board, Committees and other governance fora at the right time to support effective decision making.
  • You will need to be able to work flexibly and at pace in a high profile, changeable and complex environment.
