The Infected Blood Compensation Authority seeks an Information Rights and Disclosure Lead to develop and lead a new function which will handle all information rights requests.

IBCA is responsible for paying compensation to eligible applicants, which will include those infected and affected by the infected blood scandal. As such, IBCA will be administering a wide variety of evidence, such as medical records and other health data.

IBCA will also be managing information flows to and from other government departments and relevant bodies to support the application process.

This is a unique opportunity to shape and implement a data protection function that provides capability to a mission-focussed team.

The Information Rights and Disclosure Lead will report to the Head of Data Governance, and will sit within IBCA’s Data Directorate alongside other data-related functions.

The post-holder will serve as the information rights lead and manage IBCA’s data operations team, with line management responsibility for up to 4 Data Compliance Officers who will support this function.

The post holder will be expected to lead the team in understanding and assessing the sensitivity of requests, be competent in signing off requests to the required standard while ensuring they are completed within the statutory timeframe.

The role will be dynamic and fast paced, with the post holder being able to work with agility to changing priorities while also providing leadership, all in aid of delivering on IBCA’s mission.

This role requires you to be in the Newcastle office at least 60% of your time.

Responsibilities

  • Ensure requests are completed to the correct standards within the statutory timeframe;
  • Lead data compliance officer(s), being agile to changing demands and upskilling where appropriate;
  • Drafting responses to Parliamentary Questions or other official correspondence seeking information;
  • Working with the Data Protection Officer’s team to manage the Authority’s relationship with the ICO;
  • Leading the Information Governance team to ensure that the information held by the department was processed in a legally compliant manner which adhered to 'best practice' standards;
  • Acting as principal adviser on changes to existing information governance policies, legislation or Government priorities, ensuring that these are communicated effectively to key stakeholders across all levels;
  • Working with Communications colleagues to develop engagement strategies with other key stakeholders;
  • Working with the Data Protection Officer’s team to manage the relationship with the Information Commissioner's Office to improve and strengthen governance practices, including feeding back to departments on process standards where required;
  • Demonstrating a clear understanding of the department’s strategic objectives, and ensuring that the objectives of the team are aligned with these;
  • Promoting the credibility of the team, acting as an ambassador for the department through visibility and performance excellence;
  • Providing line management for relevant direct reports.
