Crynodeb
This role is responsible for the news, media and digital part of IBCA’s communication team. Leading a small team of specialists you will give clear guidance to your team, colleagues and seniors across the organisation on the best way to explain and demonstrate IBCA’s compensation delivery.
You’ll be responsible for liaising with journalists and media organisations to ensure IBCA tells a joined up story of our service development, operations and use of data.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
Reporting to the Deputy Director, you will help lead, shape, design and implement the media and digital elements of our communications strategy, working with talented teams covering strategic communication, external affairs, engagement and internal communication.
You will advise senior leaders and colleagues on the use of media and digital communications, supporting campaigns that build trust with IBCA’s core audience and builds relationships that are open and transparent, working all the time with pace, impact and sensitivity.
You will set challenging targets and monitor progress, ensuring a continuous improvement and review to find ways to innovate and ensure the right impact at the right time.
This is not a standard head of communication role. IBCA’s audiences quite rightly expect to be kept informed on the progress of IBCA’s compensation service and communications is at the heart of that role. You will need to be dynamic and recognise the need to put the audience first in everything you do and ensure the content and channels demonstrate that commitment every day.
IBCA’s media service does not currently operated 24/7 but you will need to be available to scale to meet this need, and lead from the front in developing an accessible and best in class service.
Responsibilities
This role forms part of the communication and engagement team senior leadership and, as group of 3 Heads of Communications, are responsible for leading the full service of the communication, engagement and marketing function. Each Head of Communication role will be responsible for:
- Setting the direction, standards and metrics to ensure we communicate clearly using insight, focused on our audiences and with clear purpose and outcomes;
- Building a high performing team, ensuring clear objectives and performance expectations for team members and providing the support needed to deliver.
Your specific responsibilities will include:
- Direct line management for a team of 7;
- Being an active member of the Communication and Engagement senior leadership team and deputise for the Deputy Director as appropriate;
- Setting your team’s direction, embedding a culture of creativity and innovation, and position the team as a centre of excellence and expertise;
- Build strong, collaborative, trusted and productive networks with your peers, communications leaders, senior officials and other key partners, ensuring that our overall communications approach is relevant, engaging and reflects business needs;
- Business Partnering a Directorate within IBCA to provide expert communication advice, and ensure all priorities across IBCA re reflected in the communication forward look;
- Deliver continuous development of the team using insight and evaluation when planning activity and supporting colleagues to develop themselves;
- Support the team to deliver clear and compelling strategies, plans and messages that resonate with target audiences, ensuring issues and potential risks are identified and resolved;
- Create impact by finding opportunities to work more effectively and flexibly together to enable the team to achieve their goals and give team members development opportunities;
- Supporting, colleagues across Communication and Engagement team to ensure delivery of priority work.
