Chief Officer, Children’s Services / Chief Social Worker Officer (0266), Stornoway
35 hours per week, permanent position
£74,592 to £78,193 per annum, inclusive of £2,742 per annum Distant Islands Allowance

The post holder will be responsible for the provision of Children’s Services and responsible for all HR, financial and business planning aspects within the service area. The post holder will be the Chief Social Work Officer for the Authority and undertake the statutory duties of this role as required under the Social Work (Scotland) Act 1968, and as such exercise the role of Agency Decision Maker on behalf of the Authority as required.

Corporate and strategic responsibilities will include managing the staff within the service, developing workforce planning, maintaining quality in recruitment, training and performance management and ensuring continuous professional development and improvement in service delivery.

Service responsibilities will include leading and managing all Children’s Services complying with all national and local policies; ensuring the provision of an optimum level of support and resource to Schools and the Head of Education in accordance with the Comhairle’s policies and procedures; and ensuring compliance with legislation, guidance and government initiatives relating to childcare.

The post holder must have extensive experience at a senior level of both operational and strategic management of social work and social care services. It is essential that the post holder has knowledge of all legislation regarding the running of children’s services and a working knowledge of financial management systems and people management processes and procedures.

The post holder must hold a degree level qualification in Social Work and have experience of leading, motivating and managing a portfolio of services within multidisciplinary teams to achieve significant, sustainable improvements and positive outcomes through internal and external partnerships.

Appointment to the post will be on the first point of the grade. Salary is inclusive of Distant Islands Allowance.
