About the role

The Renters Rights Bill represents the biggest change to tenancy law in more than 30 years and fulfils the Governments 2019 manifesto commitment to abolish section 21 “no fault” evictions. In the white paper ‘A Fairer Private Rented Sector’, the Government sets out its plans to level up the private rented sector, and to increase renter’s security and satisfaction with their homes by 2030. This will rebalance the law to deliver a radically fairer deal for renters, creating a system that supports higher property standards, empower tenants to challenge bad practice, and helps tenants to find and stay in the right property for them.

Currently, assured shorthold tenancies can either have a fixed term or be periodic. During a fixed term, tenants are liable for the rent for the duration, and in return the landlord cannot change the rent or evict the tenant using Section 21. In a periodic tenancy, a tenant can be evicted or leave at any point. The Renters Rights Bill will make all tenancies periodic, giving private tenants the right to move whenever they need to, or where the landlord is not fulfilling their basic responsibilities.

With a simpler system, tenants and landlords will better understand their rights. To support this and to facilitate dispute resolution, it will become mandatory for landlords to provide written agreement, setting out the basic details of a tenancy and both parties’ responsibilities. The government also recognises the pressures tenants are facing with the rising cost of living. Where landlords need to adjust rents, changes should be predictable and give tenants time to consider their options. The Renters Rights Bill will extend the notice landlords must give to change rent, limit increases to rent to once per year, and will strengthen tenants’ ability to challenge unreasonable rent rises through the First-tier Tribunal.

Job Description

The job holder will be required to undertake the following duties and responsibilities:

• Lead a workstream, including all key responsibilities outlined below, workstreams to be covered include:
• Programme Management Office

• Create and lead the project to deliver the agreed outcomes within time, cost, and quality constraints.
• Day to day management and leadership of the project and the project team. Provide effective leadership and management controls. Set project controls. Design the project structure and organisation appropriate to stage. Set appropriate delivery methodologies. Manage effective transition between project phases.
• Develop and draft the Business Case, with input from specialists as necessary.
• Develop the budget and track delivery within budget.
• Identify skill requirements; and deploy and develop resources. Manage medium sized team.
• Deliver the agreed Business Case benefits and outcomes. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.
• Identify and manage stakeholder relationships and need for senior level support. Manage internal and external relationships as appropriate.
• Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
• Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Senior Project Manager, to account for delivery.
• Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
• Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
• Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance.
• Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors.
Problem Solving
• Provide expert guidance and insight whilst leading on developing and implementing the project in a short timescale.
• Ensure appropriate level of governance is in place given the urgency of the project.
• Dependency management is in place and being actively monitored and the appropriate governance lifecycle is being assured.
• Implement a reporting structure to provide a mechanism to support delivery, highlighting potential problems at an early stage to enable mitigation, providing solutions and recommendations to appropriate governance board.
