A Senior Health & Safety Officer is required to proactively promote compliance in all aspects of health, safety and welfare at work and ensure the Council complies with appropriate legislation, regulations and professional standards in line with the Council’s own policies and procedures. To provide competent advice, support/guidance, training and delivering of an agreed proactive inspection/audit programme linked to initiatives, work programmes and SLAs as agreed with the Safety and Risk Manager. The main focus of this role will be in relation to delivering health and safety services within the Housing and Environmental Services Directorates.
Key responsibilities:
Ensure the day-to-day delivery of a health and safety service, therefore ensuring the Council’s health and safety responsibilities are met, enabling employees and managers to discharge their responsibilities and to implement the Council’s health and safety management arrangements/policies.
Ensure delivery of key H&S targets, initiatives and work programmes, as determined by the Safety and Risk Manager. Provide a health and safety service, in accordance with agreed SLA’s, to the council’s subsidiary companies.
Continually review the systems and processes employed in the delivery of the Council’s services and ensure that managers are aware of the latest health and safety legislation relevant to their areas of work. Update policies, codes of practice, guidance documents, reports and statistical data etc. on all health and safety matters.
Ensure the Council’s risk assessment arrangements are robust, and to undertake planned and ad-hoc audits, inspections and monitoring activities across the full breadth of the council’s operations and activities, including those carried out by third parties, to ensure that those risk assessments are being suitably communicated and implemented. This includes supporting and ensuring the continued day-to-day operation of the council’s risk assessment software system.
Ensure all reported accidents, work-related ill health and violent incidents are suitably investigated and reports produced identifying realistic and targeted actions required to prevent a re-occurrence. Ensure the notification of all incidents which falls within the definition of a “reportable accident”, as defined by Reporting of Injuries Diseases and Dangerous Occurrence Regulations, within prescribed timescales. Maintain statistical data of all reported incidents.
Where necessary, ensure liaison with the Council’s Insurance Officer regarding all potential employers and public liability claims.
Make cost effective and practical recommendations for improvements to processes, procedures and control measures to improve and enhance the management of health and safety risk.
Assess the suitability of contactors information and ensure the continued operation of the council’s contractor approval software system. Assess, by inspection of site, plant, offices, premises and systems of work including contractors’ work, the adequacy of health and safety standards and their compliance with legislation. Develop suitable action plans to address any deficiencies identified as part of the inspection regime.

Qualifications:
Full driving licence and access to own vehicle for work purposes.
NEBOSH General Certificate in occupational health and safety and /or NEBOSH Construction Certificate.
IOSH Technical Membership Grade desirable.
Fire Safety qualification desirable.
RPE Face Fit Testing desirable.
Experience:
Experience in providing safety support and advice in a functionally diverse organisation.
Experience of working in a safety role within a construction and/or housing function.
Experience of assessing risk and recommending practical responses and control measures, and can develop and undertake health and safety audits, inspections and monitoring activities.
Experience of asbestos management within commercial and residential settings.
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Knowledge:
A good understanding of Health and safety in housing trades.
A working knowledge and understanding of the implications and practical application of the Construction, design and management regulations.
A working knowledge of reviewing and advising on fire safety risk assessments.
Significant knowledge of safety compliance within buildings, both commercial and domestic.
Skills & Abilities:
Ability to use IT packages including email, diary management, word processing, spreadsheets and internet.
Able to produce written reports.
Ability to liaise with key partners and stakeholders.
Ability to develop and deliver a range of training initiatives across a broad range of health and safety topics.
Able to facilitate local level meetings.
Ability to use Risk assessment software packages desirable.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
Strong organisational and prioritisation skills.
Ability to deliver projects to strict deadlines.
