The Evaluation Task Force (ETF) is seeking to appoint a new Executive Officer to support its ambitious programme of work, which seeks to make UK Government programmes and policies more evidence-based and improve outcomes for the public.

We are part of the Cabinet Office Delivery Group, which includes the Mission Delivery Unit and the Government Strategic Management Office.

We are based in offices at 70 Whitehall in London and we support hybrid working with an expectation of at least 60% office-based working.

The Evaluation Task Force (ETF) is a joint Cabinet Office-HM Treasury unit. We are based in the Cabinet Office, and report to both Cabinet Office and HM Treasury ministers.

We were established in 2021, and our aim is to ensure that evidence on the effectiveness of policies and programmes sits at the heart of decisions in government.

We work with every central government department and provide them with specialist advice and support on their evaluation plans and approaches. We also support HM Treasury colleagues to scrutinise and review the evidence and evaluation plans associated with departments’ spending proposals.

Our team funds impactful, innovative research within and outside of government through a range of funds we oversee and administer. We work closely with What Works Centres, and have a range of programmes we lead that are improving the transparency of research outputs in government and upskilling civil servants in evaluation.

As an Executive Officer in our team, you will have many opportunities to stretch and challenge yourself, build new skills and develop your career. You will work collaboratively across our team and manage an exciting workload within a fast paced environment. You will need to adapt to changing priorities and propose effective ways of delivering against these. You will be communicating regularly with a wide range of people and organisations, from both within and outside of government. You will be proactive and work on your own initiative, with plenty of guidance and support from your line manager and other Evaluation Task Force colleagues.

Activities for this role are likely to include:

  • Preparing briefings and papers - preparing monthly ministerial briefings, responding to FOI requests and PMQs, preparing meeting papers and other documents as required and ensuring these are all fit for purpose before they go to the Deputy Director. This will also involve working closely with the rest of the team, directing and assigning work appropriately, and working at pace to meet deadlines.
  • Business management - ensuring effective management of the team by working closely with colleagues in HR and Finance to ensure the teams recruitment needs are serviced and team budgets are managed accurately.
  • Building relationships - building, developing and maintaining relationships with Ministerial Private Offices within the Cabinet Office and HM Treasury, No.10 and across the Civil Service. This may include colleagues in your immediate team and Directorate, Officials’ Private Offices and key internal and external stakeholders
  • Diary Management - Planning, managing and coordinating the diary of the Deputy Director. Resolving any scheduling clashes, negotiating and allocating time to their short term and long term priorities.
  • Inbox Management - Responsible for managing the inbox of the Deputy Director. Actively monitoring and managing inboxes to ensure any urgent and important emails are identified and flagged to the Deputy Director, and these emails are resolved. In addition, actively managing the team’s mailbox, ensuring queries are effectively triaged.
  • Meeting and travel preparations - As necessary, coordinating and managing the logistics, travel, accommodation and hospitality arrangements for any trips or travel. Furthermore, making sure practical arrangements are in place for meetings, including booking rooms, booking visitors in, invitations sent and circulation of appropriate papers and taking minutes etc.
  • Working flexibly across the wider team, taking the lead on tasks where appropriate to provide additional support. In addition, you may also have the opportunity to develop your own projects, taking responsibility for areas of work on behalf of the Deputy Director and representing them in their absence.
