As a Project Support Officer at the Rural Payments Agency, you will support a Project Manager in delivering various projects. Your responsibilities may include supporting small projects, managing specific work streams within medium-sized projects, or handling particular components within broader project themes.
You will work in the end-to-end development and delivery of a project(s), working to ensure that they are implemented on time, within budget and in line with the requirements of relevant Gateway standards. You will support one or more aspects of the project process, including recording deliverables and key milestones, recording risks and issues, recording mitigation activities and controls and supporting development of project plans.
The Programme Management Office drives successful project delivery by providing independent assurance and working with project managers and stakeholders to support projects, programmes, and portfolios in a variety of ways, enabling effective decision making and embedding project management standards.
Within the PMO you will work in one or more disciplines to ensure standards are developed, maintained, and followed for all project/ programme/portfolio delivery. You may be required to flex roles to meet business needs, this could include Reporting, Governance, Planning, Risks and Issues, Assurance, Benefits and Resources.
The vacancies currently advertised are for the Project Support Officer role only. However, as this role is part of a job family with the Programme Management Officer Support (PMO) role, we may look to utilise the reserve list in the future therefore, both responsibilities are listed below:
As a Project Support Officer at the Rural Payments Agency, your key responsibilities/tasks will include, but are not limited to:
- Supporting the successful delivery of one or more projects/work streams to a plan including monitoring of critical project milestones.
- Working with the Project Manager/s to support development of detailed aims and objectives and a clear project scope, with a considered timeline for delivery.
- Accountability for supporting the development of relevant grading documentation and supporting stakeholder reviews.
- Organising and supporting various governance meetings, managing, recording, and updating actions. Requesting updates of actions prior to meetings and ensuring all papers are received and distributed as appropriate.
- Through the design, development, and implementation phases of the project, support the identification of solutions to problems and issues and provide assistance to the Project Manager or Senior Project Manager to ensure these are delivered and the project is successfully completed.
- Support the Project Manager/s in preparing and maintaining appropriate project documentation e.g., drafting clear convincing business cases, project plans (including phase, stage and exception plans as necessary).
- Develop and maintain productive working relationships with the project stakeholders, users, technology groups and vendors during all stages of the project lifecycle and supporting implementation.
- Work closely with all internal and external stakeholders to the project with the Project Manager in their engagement with Directors to provide recommendations that will influence their decisions and ensure successful delivery of the project objectives.
- Supporting and maintaining project risks, issues, assumptions, and dependency logs, including their escalation where appropriate and ensuring lessons learned are documented and logged with the Programme Management Office following the project go live.
- Deputise for the Project Manager or Senior Project Manager during periods of leave.
- Commission and support development of regular reporting with stakeholders.
- Develop and maintain the project library, filing, recording and reporting systems.
As a Project Management Office Manager at the Rural Payments Agency, your key responsibilities/tasks will include, but are not limited to:
- To support the successful delivery of a portfolio of change projects through clear and effective PMO standards and processes.
- Ensure projects develop and maintain appropriate project documentation e.g., Business Cases, Project Plans, Risks and Issues Logs, Lessons Learned reports in line with PMO quality standards.
- Ensure Stakeholder responsibilities and needs are understood and addressed.
- Ensure projects follow a governance framework in accordance with RPA/Defra standards and established practice, including assurance of the development of stage gate documentation.
- Monitor and analyse project information, reporting progress, slippage and highlighting areas of risk and opportunity and undertaking qualitative and quantitative analysis as required.
- Support decision making Governance Forums.
