This is an exciting new position as the NCA embarks on an organisation wide Electronic Patient Programme. This role will be instrumental in establishing and leading the programme to achieve a successful delivery of transformational change across the NCA.



Establishing and leading a multi-disciplined team with a strong focus on clinical engagement and digital as a critical enabler to NCA wide business change in our processes, patient experience and for colleagues, patients and service users.



This is a senior level role working with stakeholders across the trust at all levels and wider across Greater Manchester.

Responsible for oversight of all aspects of the programme life cycle including:

Responsible for the development of Programme Plans for the Readiness and Implementation Phases of the EPR programme.

Responsible for ensuring Risks and Issues are appropriately documented, managed and escalated as required to the SRO.

Responsible for all Programme reporting requirements for the unified EPR programme.

Lead Programme Boards comprising Group and / or Hospital Senior Management and / or clinical teams to ensure that the programmes and individual projects are being delivered on time, in budget and using influencing and persuasive skills to ensure programme /project outcomes are managed and agreed and there is maximum benefit realisation. This will involve analysing highly complex facts or situations and making contentious decisions such as, to exclude clinical scope and / or functionality.

Engage with clinical and managerial stakeholders to develop, agree, maintain and implement roll out plans, reporting key milestones and escalating slippages and other issues where necessary.

Responsible for oversight of all aspects of the programme lifecycle including:



Responsible for the development of Programme Plans for the Readiness and Implementation

Work alongside the EPR Procurement Lead to undertake the procurement, negotiation, and finalisation of contract through to signature.

Responsible for ensuring Risks and Issues are appropriately documented, managed and escalated as required to the SRO.

Responsible for all Programme reporting requirements for the unified EPR programme.

Ensuring programme milestones are achieved through management of the programme team and ensuring that effective programme management and governance structures and arrangements are in place.



The delivery of the whole lifecycle of allocated programmes of work containing multiple projects, reporting on progress and managing risks and issues, ensuring issues are escalated as appropriate.



The development of best practice and programme management methodologies within the Project and Programme management office, ensuring that this is embedded at all levels and reflected in all the team delivers.

Manage cross project/functional/team integration ensuring that there is fully integrated working between colleagues and subject matter experts on the planning, scoping, design, and delivery of programmes.



Lead Programme Boards comprising Group and / or Hospital Senior Management and / or clinical teams to ensure that the programmes and individual projects are being delivered on time, in budget and using influencing and persuasive skills to ensure programme /project outcomes are managed and agreed and there is maximum benefit realisation. This will involve analysing highly complex facts or situations and making contentious decisions such as, to exclude clinical scope and / or functionality.



Engage with clinical and managerial stakeholders to develop, agree, maintain and implement roll out plans, reporting key milestones and escalating slippages and other issues where necessary.



Review, approve and manage the project budget in conjunction with the Chief Informatics Officer and report potential changes to appropriate leadership.



Facilitate internal/external resource assignment within project budget.



Chair relevant programme governance forums and report project status to Executive Sponsors and programme governance groups.



Lead on determining and developing project performance indicators and analysing data to facilitate evidence based decision making and issue resolution.



Ensure communication across application, functional project, and organisational readiness teams.



Lead the definition of project standards, deliverables, issue/risk management, and QA strategy; ensure compliance to standards during the lifecycle of the project.

Work with Trust senior management to ensure that Hive transformation is understood across all work areas and that collaborative working is taken forward to maximise benefit to the patient. Ensure the Hive programme is integrated with the organisational transformational change programme within the Trust.

Manage/coordinate workstream work plans and project resources (internal and third party) and review the progress of the project regularly with Epic's ID and IE.

Manage the change request process ensuring this is in accordance with appropriate governance arrangements.

Coordinate all project activities, including software and hardware, business, and IT-related tasks, establishing the super user program, and internal communications and change management, including recruitment and engagement of super users and peer trainers.

Evaluate and manage effectiveness of knowledge transfer with third party suppliers.

Manage the programme workstream leads, building a collaborative working environment and innovative culture, providing leadership, direction and motivation through objective setting, regular performance reviews, training and development in line with appropriate policies, procedures, working practices and guidelines, ensuring all resources are deployed to maximise an efficient and effective programme delivery.

Responsibility and accountability for the management of a multi-million pound budget for the EPR Programme. The postholder will provide high level support to the CDIO in managing resources in a cost effective and flexible way that is responsive to a dynamic national, local and political context.

Responsible, on behalf of the SRO, for the delivery of the EPR programme milestones on time and to budget.

Has ownership, with the SRO, for the strategic relationship with the EPR system supplier.

Co-ordinate, monitor and measure supplier or subcontractors involved in the programme to ensure the contracted product / service are developed and delivered as planned.

Deliver all services within the Standing Financial Orders and Standing Financial Instructions (SFOs and SFIs) of the Trust.

Responsibility over own staff for appraisals; sickness absence; disciplinary; grievance matters; recruitment and selection decisions; personal and career development; workload for areas within this remit and allocation of that workload / responsibilities for all areas of activity.

COMMUNICATION AND RELATIONSHIPS

Ensure engagement, through the provision and receipt of highly complex, sensitive or challenging information throughout the organisation from Trust Board to Care Organisation / Corporate and Clinical teams.

Develop and maintain sustainable working relationships to engage and communicate with a range of key stakeholders including the Trust Board, Executive team, Senior Managers and wider ICS leaders.

Work with all internal and external stakeholders to build effective relationships that engage with the design and delivery of the EPR Programme.

Communicate highly complex and sensitive information with a range of internal staff and external stakeholders, ensuring that the EPR milestones are delivered within agreed timescales.

Act as source of specialist knowledge, preparing and delivering briefings and presentations to a wide range of stakeholder groups internally and externally.

Communicate, both verbally and in writing, complex sometimes contentious and potentially commercially sensitive information to a range of different staff groups.

Be competent in the provision of high quality written communication including producing reports for the wider use e.g., Trust Board and associated Sub Groups and Committee, Analytical and Planning.

To act as support and contribute to the development of the NCA clinical strategy - informing of developments and best practice locally, nationally and internationally.

To act as support and contribute to the development and implementation of the NCA digital strategy - informing of best practice locally, nationally and internationally for digital transformational change.

Advise the Trust Senior Leadership team and as such be able to hold senior managers to account.

To ensure an on-going dialogue and exchange of information with the executive directors to ensure alignment of the internal change agenda with the broader reconfiguration of local services. To communicate with colleagues, partners and external agencies as necessary.



ORGANISATIONAL DEVELOPMENT

To work with the People and Organisational Development teams to ensure the values and behavioural dimensions of change are incorporated into transformation programmes.

Champion the approach to transformation, setting the tone and spurring enthusiasm for transformation.

Ensure high quality delivery of the NCA approach to transformation, ensuring engagement from the front line and corporate teams.

To support and contribute to the implementation of the Organisational Development Strategy to create a culture of continual high performance and ongoing learning and change.

To establish mechanisms that facilitate open discussion leading to co-ordinated operational management across all areas, leading to the best clinical outcomes for patients and populations.

To maintain personal visibility and strong communication mechanisms utilising regular “go see” and other means of communication that connects with routine NCA assurance and learning systems.

To promote NCA values and behaviours.
