Summary

Do you want to be part of an energetic, innovative team and bring your skills to one of the biggest changes to the administration of the Civil Service in decades?

We’re looking for people who are flexible, intuitive and are comfortable taking high levels of volume, speed and complexity in their stride.

An exciting role has come up in the Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users – our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll, and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

If you’re someone who can use your experience to streamline procurement to drive out error, waste, duplication and drive forward sustainability ambition, we want to hear from you. But most importantly, we’re looking for applications from people who can also demonstrate a passion for our core ambition - delivering a once in a generation, transformed service that Civil Servants will use as a result of the Synergy Programme.

The Synergy scope offers an opportunity to enable lasting sustainable change across HR, finance, and procurement shared services. To be successful sustainability must be embedded into organisational processes, policy and decision making accompanied by upskilling, guidance and a strong narrative for opportunity and cultural change. The successful candidate will play a key role in working toward this success.

The post offers an exciting development opportunity, to build your knowledge and experience of sustainability, utilise your stakeholder and data management experience, excellent organisational and interpersonal skills as part of a fast-paced environment influencing complex change across multiple functional disciplines.

Drawing upon your knowledge and experience, you will have a key role in supporting the Design & Implementation Sustainability Lead to work with cluster Department Sustainability Specialists and within the Synergy Programme to promote sustainability, influence and embed environment and social improvements into the design, testing and deployment of the Synergy new Enterprise Resource Planning (ERP) system and Business Process Service (BPS).

The role will require flexibility to pick up a variety of work and the ability to switch focus at pace is also key to being successful in this role. Key tasks include:

  • Responsible for the design, monitoring and updating of the forward planning (inc risk and benefits) and for sustainability, development of the Objectives and Key Results and tasking as well as realisation of benefit and transformation opportunities.
  • Support the Team to understand, influence and input sustainability requirements into the procurement phases of Synergy and Common Operating Model deliverables, including the detailed design.
  • Lead the ongoing work on sustainability benefit realisation, including working with the benefits team to ensure these are developed accurately, quantified and reflected in future business cases.
  • Work as part of a ‘product centric’ multi-disciplinary teams to identify links and integrate sustainability into design and the successful implement the programme. This will include working alongside multiple Synergy technical teams, delivery teams, user and business change teams and strategic partners.
  • Co-ordinate and manage the Sustainability stakeholder liaison, via formal Governance Forums or informal networking, and work with the team to support sustainability updates and communications.
  • Responsible for collating and collecting document information, data requirement and insight and evidence provided by departments and other stakeholders; use intelligent analysis to help inform and influence design decisions on complex issues.
  • Work closely with partners to embed sustainability appropriately within the programme, including through our data and KPI blueprint to ensure these reflect sustainability needs and ambition.
  • Build and maintain strong effective relationships with stakeholders and colleagues to confidently challenge, influence and negotiate positive outcomes and solutions.
