Supporting Ukraine’s recovery and reconstruction in response to Russia’s full-scale invasion of Ukraine is a priority for HMG. We are committed to supporting a Ukraine-led effort to emerge from the war with a modernised economy resilient to Russian threats. The scale of reconstruction will require a leading role for the private sector and we are keen to harness the creativity, capital and expertise that British and international businesses can bring, to help Ukraine build back with a modernised, innovative and green economy. 

DBT has a team dedicated to supporting Ukraine’s recovery and reconstruction, which has led on and delivered high-profile and substantial work across Whitehall and internationally in support of HMG’s policy objectives, from business engagement events to the Ukraine Recovery Conference, one of HMG’s top diplomatic moments in 2023. It has also developed initiatives such as the London Conference Framework on War Risk Insurance, Business Bridge Ukraine, and our ongoing Infrastructure Taskforce with the Government of Ukraine, which aims to bring UK business expertise to the reconstruction challenge ahead.

The UK-Ukraine TechBridge, announced by the Prime Minister at the London Ukraine Recovery Conference in June 2023 and launched in January 2024, is a partnership with Government of Ukraine and brings together the UK and Ukrainian tech ecosystems to deliver mutually beneficial commercial opportunities, support skills development, encourage innovation, and act as a channel for tech initiatives between our two countries.

This high profile and stretching G7 role will take on leadership of this relatively new initiative, with the opportunity to direct and develop its programme of activity and run a small cross-HMG team. While the role sits within DBT’s Ukraine Reconstruction Unit, the SRO for TechBridge is the DBT Director for Science and Innovation and one of the three TechBridge dedicated staff belongs to FCDO and is also part of FCDO’s Ukraine Early Recovery and Reconstruction Unit. The role will be fast paced and challenging, leading a complex portfolio. It will provide excellent opportunities to demonstrate operating at more senior level, enabling personal and professional development.  


The role will suit a highly motivated and self-sufficient individual who is comfortable operating in ambiguity, with a keen focus on delivery. Whilst no prior experience of the tech sector is required, the successful candidate will need to develop good commercial awareness of the UK and Ukrainian tech sectors to deliver relevant activities. We expect the role to engage substantially with businesses from both countries, as well as key partners from the UK and international tech scene. You will develop an engaging programme of activity that delivers for the UK and for Ukraine.

In addition to line management responsibilities the role involves managing a budget sourcing additional funding and working with industry to open up pro bono and partnership opportunities.

TechBridge leadership – You willlead the department/ HMG’s work on the UK-Ukraine TechBridge, developing the programme, getting buy-in from senior leaders, and delivering on HMG’s commitments to Ukraine.

Collaborating with the Government of Ukraine – You will build and maintain effective relationships with counterparts in the Government of Ukraine to underpin the initiative and maximise its impact.

Private sector engagement – You will engage with businesses from the tech sector from both the UK and Ukraine, working with an Industry Steering Group and others to to develop the TechBridge and its programme.

Cross Whitehall engagement – You will work with colleagues from across HMG, particularly the FCDO, to develop the TechBridge and ensure it aligns with HMG ambitions.

Leadership – You will be an active member of the Ukraine reconstruction team, supporting the development of overarching strategies and ways of working.

Team management – You will manage a team of two, directly line-managing one HEO, and matrix managing one SEO from the FCDO.
