The purpose of the role is to work collaboratively across Manchester City Council, Salford City Council, Rochdale Borough Council, GMCA and other public sector bodies to provide specialist legal advice, information, support and challenge to client services which supports and promotes their priorities as well as safeguarding the organisations and progressing corporate objectives.

Key Responsibilities:

Provide specialist legal advice and guidance to colleagues across the organisations, accounting for factors and elements beyond their direct control and area of specialism to support a whole council approach to decision making.
Planning specialist able to handle a caseload of the following areas of work:
Drafting and negotiating complex s106 agreements, s38/278 agreements, s111 agreements
General panning and enforcement advice
Planning inquiries and enforcement appeals, Statutory Challenges & Judicial Review.
Instructing Counsel including Leading Counsel.
Drive the effective delivery of work packages to ensure service objectives are achieved, to support the effective decision-making processes of Manchester City Council, Salford City Council and where appropriate Rochdale Borough Council, GMCA and other public sector bodies and to enable them to meet their legal obligations and strategic objectives.
Ensure that the organisational direction of travel and agreed policies / procedures are embedded within work delivered across the assigned service area, including consideration of Public Service Reform principles.
Use robust and effective analysis of information to inform strategic objectives in relation to the assigned service area, ensuring that advice to client services is in line with current legislation and organisational direction.
Play a key role in the review and development of organisational strategies, ensuring that key performance indicators are met. Provide effective operational and strategic support to the authority’s corporate approach to external regulatory / inspection and internal governance processes.
Effectively commission work packages both within their service area and from other service areas / organisations in order to provide a holistic approach to advice and ensure that all factors are accounted for in the decision making processes of the organisation.

Qualifications:

Qualified solicitor, barrister, Chartered Lawyer or Fellow of the Institute of Legal Executives holding a current practising certificate.
Chartered Institute of Legal Executives Professional Diploma in Law (Level 3) or equivalent legal qualification AND obtaining Graduate Member grade of the Chartered Institute of Legal Executives or the law society’s LPC (or be studying for the same).



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
A minimum of 2 years recent and relevant experience of dealing with a broad range of property related transactions and matters including those relating to regeneration projects.
Experience in dealing with complex, high value or sensitive property transactions or projects.
The role holder will demonstrate competent legal drafting and negotiating skills.
Thorough knowledge of the law relating to land and property.
Detailed working knowledge of, and ability to effectively apply, the practice and procedures involved in bringing property transactions, including some of a high value, complex or sensitive nature, to a satisfactory and timely conclusion with the minimum of supervision.
Recent and relevant experience of assisting with the supervision and mentoring of more junior property lawyers.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
