Required to work in conjunction with established Education Welfare Officers in assisting with Elective Home Education. The work will involve travelling around the Wakefield District and the postholders will be required to have skills in working with families and young people and able to assess work that is provided by them as suitable. Postholders will need to be able travel frequently around the district.
Need to be able to use IT systems and have a full understanding and good working practice of data protection and safeguarding. The postholders would be working within an established team and supporting this educative work.
Key Responsibilities
Undertake all aspects of Education Welfare Officer role.
Manage a caseload of electively home educated pupils in liaison with the Cluster Education Welfare Officer
Provide support, clear advice and guidance to professionals in universal settings regarding school attendance, developing appropriate actions plans with regard to attendance thus meeting agreed Service Level commitments with schools.
Ensure that prompt, consistent and rigorous intervention in line with statutory processes for pupils with poor attendance is robust, and advising schools and academies regarding compliance with legislation/DfE guidance in relation to attendance, where appropriate identify and challenge poor practice.
Provide support to schools with regard to safeguarding issues around non-attendance for example quick identification of absence indicating a potential Child Missing Education or a school refuser and exploitation of vulnerable children through; County Lines, Sexual exploitation etc.), advocating for children and families.

Qualifications:
A good standard of Educational and/or vocational qualifications to A level standard, including Maths and English at GCSE Grade A-C or equivalent.
Child Protection Training, or be willing to undertake this training on appointment.
Completed training related to Data Protection and Freedom on Information Legislation or be willing to undertake this training upon appointment.
Knowledge:
Knowledge and understanding of relevant legislation which supports the work of a EWO, including the Education Act 1996.
Knowledge of the current legal framework in relation to the prosecution process regarding irregular school attendance.
Knowledge of education provision both mainstream and alternative provision.
Knowledge of GDPR and all associated legislation and practice.
Knowledge and understanding of the risks and needs that children and young people experience which negatively impact on the family unit; stress, unemployment, domestic abuse, adult mental illness, caring responsibilities, crime, anti-social behaviours and substance misuse.
Knowledge in relation to safeguarding Child Protection, and how to escalate a referral to appropriate agencies when required.
Knowledge of universal and targeted services available to support children and families through working with parents and children.
Knowledge to understand the significant barriers to engagement e.g.; culture, religion, economic status, disability, age, sexuality, gender and race.
Knowledge of theoretical frameworks e.g. continuum of Need, Restorative Practice, Signs of Safety. Awareness of how these relates to assessments undertaken with a child and/or family (e.g. CAF, risk and resilience, EHCP, Young Carers assessment for children.
Good working knowledge of Elective Home Education (CME)
Experience:
Experience of working within an educational based setting.
Experience in giving guidance, in relation to education welfare service provision to; schools, attendance staff, Headteacher, governors and other multi agency partners.
Experience of understanding issues that impact children and families as they relate to irregular school attendance and overall well-being.
Substantial experience of working with ‘hard to reach’ individuals, parents, young people and children, with complex and challenging needs.
Experience of managing a complex caseload.
Experience in prioritising, developing, planning and delivering a range of tailored interventions to support children, young people and families whilst working within a multi-agency setting and with external organisations.
Experience and ability to chair complex multi-agency meetings.
Skills & Abilities:
Effective verbal and written communication skills whilst having the ability to empathise with families, be resilient and demonstrate a calm and consistent approach when under pressure.
Good computer skills, having the ability to demonstrate usage of information management systems to appropriately update complex case records and enable outcomes/impact to be regularly monitored.
Excellent organisational skills, whilst managing a complex case load through; self-motivation, prioritisation whilst under pressure.
Ability to work autonomously and to think laterally.
The ability to drive around the district.
