Key Relationships & Stakeholders To consult and advise with internal stakeholders including Operations, Service leads and the Executive Leadership Team. Act as a central point of contact on all significant matters relating to the programme by ensuring a set organisational structure is approved and in place. Act as a spokesperson for the programme and ensure that all key individuals are effectively briefed. This role will require the post holder to work directly with the below internal and external stakeholders to develop and manage effective relationships. Strategy Develop long term strategic plans for the PMO, identifying risks and issues, developing mitigation strategies, establishing key milestones within an overall trajectory, to ensure that the Trust fully and consistently meets and discharges its programme andproject obligations and duties to industry best practice standards Through complex and in-depth programme and project audits, ensure the Trusts Strategy and Digital Strategy objectives are being followed and implemented. Report recommendations to the Head of Business Engagement & Change for programme and project improvements to ensure alignment with the Trust's vision and goals. Lead and develop formal business cases for Board approval to deliver the Trust Digital Strategy objectives. Ensure that digital outcomes are aligned with the Trusts Sustainability and Green Plan. Contribute to the Trusts development of the Digital Strategy road map. Operational Delivery Mobilise and lead the delivery of highly complex digital programmes and projects, Interpret issues, analyse potential solutions and provide a range of strategies, recommendations, solutions or options in order to provide an advisory service to key stakeholders and gainconsensus. Manage and deliver cohesive plans for the scoping, costing and delivery of highly complex programmes to a high standard within programme timelines and budgets, to be delivered within agreed tolerance levels as defined by the Capital Programme Board (CPB) and the Senior Responsible Officer (SRO). Development of critical paths, detailed programme plans and identifying dependencies and their impact of non-delivery. Manage the implementation of critical service improvement or cross-Trust, cross directorate and complex transformation projects, ensuring key milestones are achieved and outcomes met to the quality required as defined in the Programme quality plan. Manage complex and contentious IT change projects and programmes, in a positive manner, which will involve considerable change and may be resisted by, and unpopular with operational or directorate managers, staff and / or stakeholders. Responsible for the operation, management, design and development of project and programme systems / software and IT tools; develop reports, informatics and summaries for the departments senior leadership and executive management team as appropriate. Responsible for the provision of appropriate technical/specialist input for IT aspects of all projects/programmes Ensure the smooth mobilisation of new IT systems and technologies into day to day operational use. Provides an escalation point for issues or risks arising out of Projects in an assigned programme, seeks council with owning SROs and Programme Board or escalated to Chief Digital Officer (CDO) and or Capital Programme Board (CPB) for resolution. Reviewing Risks and Issues evidenced with Programme reporting and producing appropriate action and fix plans to mitigate as agreed with relevant work stream owners and senior managers. Develop and implement a range of IM&T and Trust wide policies and procedures covering new technology systems and services delivered through projects and programmes. Horizon scan and interpret national policy, guidance and external issues, particularly those related to digital services, that might impact on LAS digital projects and programmes, identifying emerging trends and new issues. Present, interpret and explain complex presentations to large Committees and Boards, including LAS Executive Leadership and wider NHS partners in order to influence understanding and change. Using well developed analytical skills, manage the resolution of highly complex and technical IT problems where there is no obvious solution, and make informed recommendations based on detailed data analysis. This frequently will require prolongedconcentration, advanced analysis, interpretation and comparison between numerous solutions. Responsible for analysing, manipulating and interpreting complex and sensitive information from a variety of internal sources whilst supplementing this with information from external sources to aid in the planning of current and future projects and programmes. Analyse complex information where data is often incomplete and/or conflicting where trade-offs may have to be made between competing interests e.g. national and local imperatives, financial and non-financial costs/benefits, differing stakeholder interests. Produce key communications materials associated with the respective work stream for Executive Directors and Senior Managers in the Trust. Responsible for programme and project reporting documentation, templates and records, ensuring that reporting and analytics are fit-for purpose, evolving, readily available, appropriately distributed and regularly reviewed by the relevant audience. Develop and present Board-level or Executive-level briefings and reports, which articulate a clear narrative and rationale for actions taken by the department. Manage and provide guidance to the project teams ensuring the relevant documentation is completed to appropriate standards. Initiate, organise, facilitate and participate in events such as workshops. Support and provide guidance to the Senior Business Analyst and Resource Manager on developing business requirements and the mobilisation of programmes and projects. Provide assurance, develop and maintain effective working relationships with key operational stakeholders and external consultants in relation to critical business change where there is an operational impact on service. Ensure Trust change process is followed by Project Managers and Engineering teams via the relevant Change Boards and operational working groups. Research against current national / regional initiatives and incorporate best practice within LAS projects and programmes using standardised methodology. Regularly undertake IT systems/ software / equipment technical testing as part of the delivery of projects using industry standard testing methodologies. The role requires that the post holder be able to manage unpredictable business change requirements and workloads. To concentrate for prolonged periods each working day todeliver overall role objectives despite continual disruption by other business requirements, staff, email and telephone contact. Quality Care & Governance Corporate responsibility for defining, implementing and directing overall IM&T Programme Management Office (PMO) governance in accordance with Trust and/or NHS policy. Keep up to date with relevant policy, legislation, guidance and professional developments and ensure that these inform the programme. Manage and schedule the work activity in order to meet deadlines set by the Programme Director or Senior Responsible Officer. Confirms and ensures that project managers with an assigned programme adhere to the IM&T Project Management guidelines, governance and reporting standards within appropriate timescales, including Stage Gate and financial deep dive reviews. Provide guidance to Recruiting Managers on resourcing skillsets / requirements to supportthe recruitment process. Manage programme and/or projects boards as directed by the Head of Business Engagement & Change, to provide feedback and recommendations to help ensure Project/Programme governance adherence and best practice is pursued and put in place in the case of poorly performing or failing programmes and projects. People Management Provide day to day line management for programme and project management staff including recruitment, appraisals, sickness, performance management, personal development and training, welfare, grievance and disciplinary issues. Plan, prioritise and manage the workload of the team to set targets, provide direction, guidance and advice. Amend plans and re-prioritise tasks to meet changing demands and co-ordinate numerous tasks and activities at any one time. Ensure that the department is effectively managed and efficient in providing a customer focused environment. Management of 3rd party suppliers and or interim/contract resources. Deputise for the Head of Business Engagement & Change and provide cover to any Project Manager/Resource Manager during periods of leave or sickness. To ensure new and innovative ideas and good practices are actively encouraged, supported and shared with others, internally and externally where appropriate
