Security Operational Training and Compliance Manager
Job Title: Operational Training and Compliance Manager
Responsible to: MITIE Account Manager/ CBRE Security Manager
Role Overview: Operational Management and responsibility for the implementation and maintenance of the strategic and tactical policies, procedures, and protocols for the day-to-day UK Security Operation of the Deutsche Bank Portfolio. To maintain the security and life safety of the client's staff, assets and reputation, and oversee the training requirements of all Security staff on the Deutsche Bank contract.
Responsibilities:
-Managing the implementation of all security related operational duties and instructions both strategic and tactical to allow for the Clients business operations to continue with minimal disruption to all UK&I Office locations that Mitie are employed to provide a Manned Guarding service. Be part of the Senior point of escalation and reporting line for the following Mitie positions on the DB account
-Regional Operation Centre Managers
-Regional Operation Centre Operators
-Security Control room Supervisors
-Control Room Analyst
-Operational Management, alongside the Account Manager and Operations Manager, ensuring the delivery of the following Security Functions and Systems on the Deutsche Bank account. To include the escalation, corrective actions and resolution of any issues with said systems, in conjunction with the relevant Mitie departments -

-Work in liaison with Operations Management to provide support / back-up to that person's reporting lines and responsibilities as and when required to do so.
-Attend all/any Deutsche Bank and Mitie business and function related meetings and seminars when required.
-Maintain internal/external business communication lines in order that relevant business and function related information is communicated in an effective and timely manner.
-Creation, implementation, maintenance and monitoring the effectiveness of all key operating procedures associated with the Security Functions you are responsible for, in conjunction with Corporate Security.
-Management oversight of performance, discipline and absenteeism of all Mitie staff employed on the Deutsche Bank contract.
-Gathering and analysing of monthly Management Information Statistics and making appropriate recommendations where necessary.
-In conjunction with onsite Mitie management, continually review manpower deployment, post and assignment instructions, making appropriate recommendations where necessary, inclusive of cost reviews and analysis.
-Oversee the formulation, evaluation and implementation of the succession training programme for the continual improvement of the service level delivered by Mitie on the Deutsche Bank contract in London.
-Responsible for overseeing the training and identifying requirements for all security staff on the Deutsche Bank contract,
-Maintain a close working relationship with the Mitie Learning and Development team in order that the training needs of each member of staff identified as requiring further training are evaluated, fulfilled and monitored.
-To deal with the Client and the Clients staff in a professional, effective and customer engaging manner.
-Adhere to all Company policies on behalf of both Mitie and the Client.
-Maintain a close working relationship with all Mitie back-office functions to ensure efficiencies across the contract.
-Working in conjunction with the Client Corporate Security to ensure the progress and documenting of all recommendations resulting from external security surveys.
-Assume the role of Incident Manager in the event of an emergency situation.
-Facilitate the interaction between all Corporate Security work streams.
-All aspects of operational planning inclusive of manpower deployment, administration and expenditure.
-Implementation of all Mitie procedures and ensuring adherence to all MITIE policies, responsibility for the creation and delivery of the monthly SLA report for the meeting between MITIE management, CBRE and Deutsche Bank, also ensuring any subsequent action points resulting from the meeting are addressed.
-Maintenance of monthly tracker to ensure all expenditure is tracked accordingly and within budgetary allowance as set by the client.
-Conduct continual bronze level training exercises in relation to Deutsche Bank directed objectives, with assistance from Mitie SMEs within the business.
-Management oversight of all/any HR issues requiring action on the Deutsche Bank contract in conjunction with the HR Business Partner for MITIE, inclusive of formal interviews, investigations, disciplinary hearings, and grievances.
-Carry out staff performance appraisals annually in line with both MITIE and Security Industry requirements.
-Ensure the delivery of the MITIE and Client approved Security training plan, including all Mandatory and recommended requirements, and development opportunities
-Responsibility for the Recruitment and interview process for all new security staff members that report into you on the Deutsche Bank contract.
-Delegate and oversee the Recruitment and interview processes for all new positions to Supervisor level on the Deutsche Bank contract.
-Operational planning relating to Building Shutdowns, Protests, Fire Drills and Deutsche Bank Clients using the Auditorium, and other DB facilities.
-Fulfil On-Call Duty Manager Requirements Out of Hours on a three-way rotation with the Account Manager and Operations Manager, ensuring the following SLA's are adhered to -
o Initial Primary or Secondary Response within 5 minutes
o Initial direction given, and escalation initiated within 15 minutes
o Attend site within a 4-hour response time.
-Liaison between the Project Management team for new building occupations and staff movements
-Maintenance of approved access list for building shutdowns.
-The responsibilities listed are not exhaustive. Operational Training and Compliance Manager position requires an extremely flexible approach to responsibilities in order to meet the fluctuating demands of the Client, which may include DB FTE (Full Time Employee) tasks, for which the necessary training and guidance will be given.
Authority To:
-Recommend changes to existing site instructions in order to maintain the security, safety and well-being of the Clients property, premises or staff.
-Recommend that members of staff attend training programmes as part of their personal or professional development.
-Identify, investigate, evaluate and recommend training programmes provided by external companies to the benefit of both the Client and the Company.
-Formally discipline any MITIE member of the Security Department, within current company procedures.
-Recommend for promotional opportunities, any/all security staff through either competency or qualification.
-Recommend changes to existing instructions in order to maintain the Security and Safety of the Clients property, premises or staff.
-Suggest changes to the installed equipment based on an end user perspective in order to effect the smooth operation of the business function.
Nil Authority:
-To permanently alter any section of the Assignment Instructions or allocated daily duties, without due consultation with both the client and the MITIE Account Director.
-To obtain goods or services amounting to capital expenditure without the consent of the client and the MITIE Account Manager
-To permanently alter any section of the assignment instructions.
-To alter or attempt to alter any records, reports or databases maintained by the installed equipment.
-To obtain goods or services amounting to capital expenditure without the consent of MITIE management and or the Client.
Hours of Work:
-40 per week - typically 09:00 to 17:00 Monday to Friday, but must have flexibility to meet the demands of the business.
Package:
-Salary of 60K
