About the job.
Here at National Highways, we're recruiting a Framework Manager to play a pivotal role in the delivery of the £968m Legacy Concrete Roads Reconstruction (LCRR) Framework.
Working at the heart of the National Concrete Roads Programme (NCRP) across RIS3 and early RIS4, you'll coordinate LCRR and procurement activity alongside the NCRP Programme and Technical Leads. You'll shape the delivery of complex, high‑value reconstruction schemes across multiple regions and Tier 1 suppliers, helping millions of road users travel more safely and reliably.
- Ensure compliant and consistent application of the LCRR framework across National Highways and the supply chain throughout the scheme lifecycle.
- Provide clear guidance and practical support to key internal and external stakeholders on the effective use of the LCRR framework.
- Lead supplier performance monitoring, reporting and continuous improvement across the framework.
- Oversee governance, change control and risk management, working with internal teams and external bodies as required.
- Ensure timely release of compliant Works Orders, chairing the contract working group and aligning activity across regions and programmes.
About you
- Proven track record of developing, managing and delivering NEC3/NEC4 procurement frameworks up to £1bn within the public sector.
- Experience of the successfully managing small contractually focused teams and working collaboratively across multi-disciplinary environments.
- Degree qualified in an engineering, construction or business discipline - relevant industry experience will also be considered.
- Project Management accredited with experience in the delivery of large-scale infrastructure projects is desirable.
- Strong commercial and financial acumen, including cost control, forecasting and managing high‑value budgets.
- In‑depth knowledge NEC contract management practices and associated tools (e.g. CEMAR).

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
