The Department for Environment, Food and Rural Affairs (Defra), is the UK government department responsible for improving and protecting the environment. Defra’s vision is to make the air purer, the water cleaner, the land greener and food more sustainable, by supporting a productive food and farming sector and resilient rural communities.

Our work touches people’s everyday lives, from the food we eat and the water we drink to the places we live and work. We are responsible for England’s environment, countryside, rural economy and food system, and for reducing risks from flooding, animal and plant disease and other natural hazards. Your role will be vital in helping Defra deliver its priorities and achieve positive outcomes for people, nature and the economy.

The Charge Reform and Modelling lead is an exciting role that sits within Defra Group Finance as part of the Charge Modelling team supporting the Environment Agency (EA).

The role will help define how the EA generates its income through fees and charges to customers. It will do this by developing and implementing strategies which aim to provide resilience to external shocks such as inflation; fund transformative programmes and ensure we are fully cost recovering from our customers. It will also be involved in modelling proposed charges to customers.

Income generation and reform is a priority area for the EA Chief Executive, EA Finance Director and Defra Ministers.

We are looking for someone to join the team who brings a passion and energy to delivering outcomes that lead to greater environmental benefits. Key responsibilities will include but not be limited to:

  • Support work to reform the EA’s approach to charging customers, this could involve setting up a new levy approach or extending charge powers.
  • Develop and maintain charge models in line with modelling best practise using Excel and other analytical tools to generate robust outputs.
  • Reviewing the current methods of modelling charge scheme costs.
  • Engage with EA’s Future Funding team and income leads to lead on reviewing charge schemes.
  • Provide support and guidance to the charge regimes on how a specific charge framework could be built.
  • Supporting across the wider team on priority tasks when required.
