Description
We are seeking a highly motivated and experienced Adult Social Care Strategic Commissioner to join our dynamic team. This pivotal role offers the opportunity to shape and influence the delivery of high-quality adult social care services that meet the evolving needs of our community.
As a Strategic Commissioner, you will play a key role in developing and implementing commissioning strategies that ensure effective, sustainable, and person-centred care. You will work collaboratively with partners across health, social care, and the voluntary sector to drive innovation and improve outcomes for adults who rely on social care support.
Key Objectives
Develop and deliver strategic commissioning plans aligned with local priorities and national policy.
Ensure the commissioning of high-quality, cost-effective adult social care services that promote independence and well-being.
Lead market shaping initiatives to foster a diverse and responsive provider market.
Build strong partnerships with stakeholders to support integrated service delivery.
Use data and intelligence to inform commissioning decisions and monitor service performance.
Responsibilities
Lead the design, procurement, and contract management of adult social care services in line with strategic objectives.
Develop and maintain effective relationships with providers, service users, carers, and partner organisations.
Drive continuous improvement and innovation in service delivery through evidence-based commissioning.
Manage budgets and resources to ensure value for money and financial sustainability.
Provide expert advice and guidance to senior leaders and elected members on adult social care commissioning matters.
Ensure compliance with relevant legislation, policies, and safeguarding standards.
Lead and contribute to multi-agency commissioning initiatives and joint commissioning arrangements.
Requirements
Proven experience in strategic commissioning within adult social care or a related field.
Strong understanding of adult social care legislation, policy frameworks, and best practice.
Demonstrable ability to develop and implement commissioning strategies that deliver measurable outcomes.
Experience of contract negotiation, management, and market development.
Excellent communication, interpersonal, and stakeholder engagement skills.
Ability to analyse complex data and translate insights into actionable plans.
Strong leadership and project management capabilities.
Commitment to promoting equality, diversity, and inclusion in commissioning practices.
Qualifications
A relevant professional qualification in social care, public health, business, or a related discipline is desirable.
Evidence of continuous professional development in commissioning or related areas.
