Location: Civic Campus, Euclid Street, Swindon, SN1 2JG
Hours: 37 per week
Start date: 15 April 2026
Duration: 39 weeks

Rate: PAYE £27.00 per hour / Umbrella £36.30 per hour


Work pattern: Hybrid – 2–3 days per week in the office

About the Client
Swindon Borough Council’s HR & OD service supports the organisation in delivering effective people management, organisational development and workforce transformation. The HR Consultancy function provides professional, risk‑based advice to managers, enabling consistent, fair and legally compliant people practices across the Council.

The Role
We are seeking an experienced HR Consultant to provide high‑quality, pragmatic HR advice across a broad range of employee relations and organisational development activity. Reporting to the HR Consultancy Lead, the post holder will manage a varied caseload, coach managers, support policy development, and contribute to performance improvement across the organisation. The role also includes supporting TUPE processes, interpreting HR analytics, and working collaboratively with OD colleagues to strengthen people management capability.

Key Responsibilities
Manage a complex employee relations caseload, ensuring accurate records and timely progression

Provide professional HR advice to managers on disciplinary, grievance, performance, attendance, probation and wellbeing matters

Coach managers to build capability and ownership of people management responsibilities

Lead and support TUPE processes (inbound and outbound)

Identify gaps in HR policy and contribute to updates and improvements

Use HR analytics, data and digital tools to inform decision‑making and drive proactive solutions

Build strong working relationships with managers, colleagues, partners and external stakeholders

Liaise, negotiate and consult with trade union representatives

Support conflict resolution, including mediation where appropriate

Work collaboratively across the wider HR function to ensure consistent HR outcomes

Triage and risk‑assess HR queries, escalating where necessary

Support the development of HR and OD colleagues to build future talent and succession planning

Contribute to organisational objectives through partnership working and continuous improvement

Undertake additional duties within the scope of the role as required

Candidate Requirements
Professional Qualifications
CIPD Level 5 (or equivalent experience)

Bachelor’s degree (or equivalent experience)

Knowledge & Experience
Experience as an HR Manager/Consultant, including trade union engagement

Strong background in employee relations casework across disciplinary, grievance, performance and attendance

Up‑to‑date employment law knowledge and practical application

Experience managing TUPE processes

Ability to analyse complex situations and provide evidence‑based solutions

Strong understanding of HR policy, performance management and organisational development

Experience using HR data and insights to inform decisions and monitor performance

Skills & Competencies
Excellent verbal and written communication skills

Strong diagnostic and problem‑solving abilities

Ability to work flexibly under pressure while maintaining accuracy

Confident decision‑making and risk assessment

Ability to build credible relationships at all levels

Commitment to continuous improvement and high‑quality service delivery
