Neway International are seeking a Committee Officer (Legal) to join our client, Swindon Borough Council.
Location: Civic Campus, Euclid Street, Swindon, SN1 2JG
Hours: 37 per week
Start date: 02 April 2026
Duration: 14 weeks (likely to be extended)
Employment type: Temporary
Rate: PAYE £23.34 per hour / Umbrella £30.00 per hour
Work pattern: Remote working permitted, with attendance required at Civic Offices for public Committee meetings (including evening meetings)
About the Client
Swindon Borough Council’s Legal and Democratic Services teams support the effective governance of the authority, ensuring transparent decision‑making, compliance with statutory duties and high‑quality support to elected members, committees and panels. The Committee and Member Services function plays a central role in maintaining democratic accountability and public engagement.
The Role
The Committee Officer will provide comprehensive committee services to the Council, Cabinet, Overview and Scrutiny Committee, Regulatory Committees and other formal bodies, including arms‑length panels such as Education Appeal Panels. The post holder will manage the full lifecycle of committee administration, from agenda planning and report coordination to meeting management, minute‑taking and decision publication.
This role requires strong organisational skills, excellent written communication and the ability to provide procedural advice in a political and regulatory environment. The post holder will work remotely for day‑to‑day duties but must attend the Civic Offices for public meetings, including evening sessions.
Key Responsibilities
Organise and attend meetings (in person or online) across Council committees and panels
Prepare agendas, minutes, action sheets and decision notifications
Research and prepare reports to support committee business
Develop and implement Agenda Management Plans, ensuring timely submission of reports and items
Project manage the agenda management process for assigned committees and bodies
Administer quasi‑judicial procedures, including Appeals, Exclusion Reviews and Licensing Panels
Provide procedural advice to Chairs, Members and officers
Prepare briefing notes and Chair briefings as required
Maintain performance monitoring, records and documentation to support effective governance
Ensure public meetings are broadcast live, excluding exempt items
Attend Civic Offices for all public committee meetings, including evening sessions
Candidate Requirements
Experience in committee administration, democratic services or a similar governance environment
Strong organisational and project management skills
Excellent written communication, minute‑taking and report‑writing abilities
Ability to interpret and apply procedural and legislative requirements
Confident in providing advice to Members, senior officers and stakeholders
Comfortable working remotely with the flexibility to attend evening meetings on site
High level of accuracy, confidentiality and professionalism
