The role

Responsible for effective building management, project and contract support at NRW's analytical laboratory in Swansea University, this role ensures the site operates safely, efficiently, and in full compliance with all statutory and regulatory requirements. The role covers day-to-day management of both hard and soft services and requires a strong focus on maintaining a safe, high performing laboratory environment.

You will work closely with service providers, the leaseholder and internal NRW teams to ensure that all laboratory functions receive reliable, high quality operational support. A key part of the role is the day to day management of the facilities budget, including monitoring expenditure, forecasting future needs, and reporting directly to the Analytical Services Manager. You will also play an important role in supporting the procurement, administration, and delivery of high value contracts, capital projects, and other significant operational improvements.

The position requires close collaboration with stakeholders, including the wider NRW Facilities team and facilities technical specialists to ensure that all facilities related obligations are met and that our laboratory facilities remain compliant, resilient, and fit for purpose. Although primarily based at Swansea University, you will also be responsible for maintaining assets at other NRW laboratory locations as required, hence a full and valid driving license is required.

About us

Our analytical laboratory provides essential scientific services that support Natural Resources Wales' environmental monitoring, regulatory work, and evidence based decision making. The laboratory plays a central role in generating high quality data that underpins how we protect, manage, and enhance Wales' natural resources.

You'll be part of the National Operations Directorate, working closely with the Analytical Services Manager, who provides strategic leadership for laboratory services. The laboratory team collaborate with scientific, operational, and facilities colleagues across NRW.

What you will do
  • Provide a safe and healthy working environment for NRW staff, customers and visitors
  • Provide excellent frontline customer service and foster a culture of continuous improvement ensuring that NRW benefits from innovation and learning from best practice in delivering its analytical services.
  • Provide supervisory responsibility to contractors ensuring work is prioritised, budget requirements met and excellent customer service maintained.
  • Manage the provision of strategic advice for Facilities Management Service delivery including:
    • Asset Management, administration, and reporting.
    • Specialist reporting.
    • Business continuity and resilience.
    • Audit and risk.
    • Health and Safety compliance.
    • Business critical project support.
    • Statistical and financial information.
    • Other related Facilities Management services for the Laboratory, customers and suppliers.
  • Demonstrate exemplar project management principles; including financial, programme, scope, risk and contract management for medium-complexity and medium-risk projects.
  • Manage the procurement of all suppliers required to main Laboratory services.
  • Undertake duties in line with delegated authority and NRW policies and procedures.
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.Considerable experience working within a Facilities management discipline with a detailed understanding of developments in Facilities Management best practice. Ideally hold or willing to work towards obtaining Member of IWFM NEBOSH or IOSH qualification or similar. CDM qualified. Good inter-personal skills with the ability to work under pressure using your own initiative in order to meet tight deadlines. A recognised project management qualification is desirable, or a commitment to achieve within 6 months of being in post. A full and current UK driving licence Welsh Language level requirements
  • Essential: Level A1 - Entry level
