Lead Officer Commercial Property & Estates needed in Scunthorpe, £35.85ph PAYE - Reference: 5292830

  • Lead the Commercial Property & Estates function, driving innovation in asset optimisation, commercialisation, property management, and landlord services.
  • Oversee all aspects of commercial estate management, including landlord/tenant relationships, lease events, rent reviews, valuations, condition liabilities, disposals, acquisitions, and asset commercialisation.
  • Develop and implement a strategic estates strategy supporting corporate priorities, financial sustainability, the medium-term financial plan, and the corporate landlord model.
  • Lead the planning and delivery of property investment, rationalisation, and optimisation programmes across the estate.
  • Collaborate with senior leadership (Head of Assets, Assistant Director, Director) to shape and implement the wide strategic asset management plan and wider property strategy, aligning with national policy, local growth priorities, and the neighbourhood services model.
  • Develop policies, standards, and procedures relating to estates and commercial property management which align with the corporate landlord function.
  • Work across the client and with external partners to embed the values and ensure the estate supports service transformation, economic growth, and improved customer outcomes.
  • Manage complex property-related claims, disputes, dilapidations, valuations, and legal negotiations, providing professional recommendations within required timescales.
  • Manage a multidisciplinary team, building a positive culture of performance, professional excellence, inclusion, and service innovation.
  • Lead financial planning and management for the commercial estate, ensuring value for money, commercial returns, and robust financial control.
  • Ensure statutory and regulatory compliance across all property activities including landlord obligations, asbestos, fire safety, access, EPCs, and building safety legislation.
  • Lead the delivery of the corporate landlord model, ensuring alignment across maintenance, compliance, asset strategy, estates management, and service planning.

This is a full time role on a temporary basis.
