About the role


This is a really exciting time to join the Rochdale Highway Service to lead our in-house highway operational delivery team.


We provide a wide range of functions from gully emptying and pothole repairs through to other reactive repairs and out of hours call out.


You will also manage the winter maintenance service including gritting and snow clearance which is considered to be a much-valued service by the Rochdale community and local ward councillors.


We also want to grow the service and maximise opportunities for income generation.


You will motivate and lead the delivery team and maintain a high standard of Health & Safety and workmanship.


About you


As a senior manager you will be responsible for the operational management of the Highway Operations team comprising approximately 30 site skilled employees and 7 officers.


You will support and input into the wider transformation change within the highway service to enhance the services we provide.



Health and safety compliance is key in your role.


You will have an in depth knowledge and demonstratable experience of safe working practices and regulations; and you will be familiar with the investigation and reporting of construction and operational based incidents and accidents.


You must have a culture of wellbeing support for employees including welfare, health surveillance, rest, breaks and duty time.


You will be expected to work in a constructive way with recognised trade unions.



You will be involved in the development of performance management, continuous improvement, and quality systems to ensure the delivery of high-quality, customer-focused, and cost-effective services which contribute to the Council’s overall objectives.


You will be expected to deploy resources and manage budgets effectively.


You will be required to support senior management across the Highways Service and ensure efficient and effective work.


The Highways Service is an essential part of the Council’s front-line services and contributes to the Council’s overall objectives.


You will be expected to work with other Council services, external organisations, and agencies to ensure the effective delivery of the work of the Highways Service.
