Summary

ENERGY EFFICIENCY AND COMPLIANCE OFFICER - FIXED TERM (6 months)
Hull City Council’s Warm Homes Team are looking for a passionate and motivated Energy Efficiency and Compliance Officer for a temporary 6 month secondment, to help us drive forward our ambitious plans to tackle fuel poverty, improve home energy standards, and support the city’s journey to Net Zero.
About the Role
As an Energy Efficiency and Compliance Officer, you will:

Lead on ensuring compliance with complex funding agreements and grant conditions across multiple energy efficiency programmes.
Manage and monitor systems to validate grant funding claims, producing robust evidence files for audit purposes.
Submit accurate data and evidence to funders for compliant grant claims.
Provide tailored energy efficiency advice and guidance to residents, including formal assessments of property condition, household circumstances, and eligibility for grant-funded works.
Support residents—many of whom may be vulnerable or living in fuel poverty—to access funding for measures such as central heating and insulation.
Liaise with contractors to ensure documentation meets funding requirements and monitor outputs and outcomes against programme objectives.
Assist in developing and coordinating energy efficiency projects and neighbourhood renewal initiatives with regeneration partners.
Act as a key point of contact for residents and contractors on all energy efficiency matters.

We’re looking for someone who:

Has strong organisational and compliance skills, with experience managing complex funding streams.
Can communicate effectively and empathetically with residents, including those with health conditions or living in challenging circumstances.
Understands energy efficiency measures and their role in tackling fuel poverty and reducing carbon emissions.
Is confident working with contractors and external agencies to ensure programme delivery and compliance.
