Neway International are seeking a HR & OD Manager to join our client based with Runnymede Borough Council.
Location: Runnymede Civic Centre, Station Road, Addlestone, Surrey, KT15 2AH
Hours: 37 hours per week (5 days per week, 3 days in the office)
Start Date: 30/03/2026
End Date: Initially for 4 months, likely to be extended.
Pay Rate: £25.93 PAYE / £33.88 Umbrella

About the Client
Runnymede Borough Council’s Human Resources and Organisational Development service provides strategic and operational HR support across the authority. The team delivers expert advice, workforce planning, employee relations, learning and development, and organisational change initiatives aligned to the Council’s corporate objectives.
The Role
The HR & OD Manager will support the Corporate Head of Communications, HR & OD in delivering an effective HR service and will deputise in their absence. The role includes managing HR Business Partners, providing expert HR advice on complex matters, leading corporate training and development, overseeing safeguarding responsibilities for HR, and supporting organisational change across service areas.
Key Responsibilities
Provide expert HR advice on complex employee relations matters including disciplinary, grievance, capability, sickness, and organisational change.
Manage and support HR Business Partners to ensure effective delivery of HR services.
Deputise for the Corporate Head of Communications, HR & OD as required.
Lead on corporate training and development, including producing the annual Training Plan.
Act as HR lead for safeguarding and manage highly confidential and sensitive information.
Support organisational reviews, TUPE processes, shared services, and workforce planning.
Produce HR reports and contribute to corporate HR projects and initiatives.
Provide advice on grading, remuneration, recruitment, and retention strategies.
Oversee the apprenticeship scheme, levy, and training budgets.
Commission and procure training and development services and authorise related invoices.
Deliver corporate training sessions on HR and OD topics.
Provide cover for HR Business Partners during absence.
Candidate Requirements
Educated to A‑Level standard.
Associate Diploma in HR (Level 5) or equivalent.
Extensive knowledge of employment law and experience delivering a comprehensive HR service.
Experience advising on complex ER cases, organisational change, TUPE, and workforce issues.
Strong analytical, communication, and problem‑solving skills.
Ability to work under pressure, manage competing priorities, and provide balanced, evidence‑based advice.
Experience commissioning training and understanding learning and development strategy.
High level of resilience, diplomacy, and professional judgement.
Desirable:
Advanced Diploma in HR (Level 7) / MCIPD.
Experience in local government HR.
Experience delivering training and supporting L&D functions.
