Location: Argyle House, Stevenage (3 days per week on site), with travel across the regional estate and occasional travel outside the region.

Role Summary:

The Efficiency Lead supports the Efficiency and Innovation Senior Manager in delivering resource management, identifying and coordinating efficiency priorities, and leading business development activity. The role ensures the NPS uses public money wisely, contributes to contracting discussions, and identifies cost‑saving opportunities. In Wales, this role also includes prison/probation integration.

Responsibilities, Activities & Duties

Contribute to Efficiency in Service Delivery

• Collate service standard information for NPS national services to ensure delivery aligns with service delivery indicators and specifications.
• Ensure the effective use of public money through analysis of service standard information.
• Create and maintain an activity‑based costing model for the NPS.
• Identify areas for efficiencies from cost model outputs and escalate to the Efficiency and Innovation Senior Manager.
• Develop Management Information reports, systems and processes for collecting customer feedback on efficiency versus effectiveness.
• Develop action plans and new processes for projects, working with suppliers and stakeholders to address inadequate performance and organisational waste.
• Ensure efficient delivery of services in line with delivery indicators and specifications.
• Identify efficiency opportunities and recommend actions to the team.
• Define systems and processes to enable collection of organisational performance information.
• Develop management information reports that support performance analysis.

Develop Team and Partnership Working

• Develop productive working relationships with colleagues, suppliers and stakeholders.
• Contribute to proposals for external tendering requirements.
• Contribute to external contracts and agreements.
• Build personal and team understanding of organisational markets and customers through stakeholder liaison.
• Conduct environmental scanning and work collaboratively with external agencies.

Plan and Organise

• Support development of programme formation and implementation.
• Plan, implement and manage the sharing of knowledge and good practice to support innovation and improve service delivery across the organisation.

Determine the Effective Use of Resources

• Create budgets and unit costs for programmes of work.
• Identify areas for efficiency improvement.
• Advise on financial and resourcing issues to inform planning and objectives.
• Manage the budget for the Efficiency area.

Use Communication Effectively

• Provide information, feedback and advice.
• Influence and persuade stakeholders effectively.
• Use appropriate communication skills, styles and approaches.

Enhance Own Performance

• Manage own resources and professional development.

Use Information to Take Critical Decisions

• Liaise with staff to receive, collate and analyse information, using systems and compiling reports when necessary.
• Develop and use data to identify trends and take action to enhance performance.
• Plan, implement and manage systems for exchanging sensitive information, data and intelligence.

Manage People

• May hold line management responsibility for other team members.
• Supervise the work of the Efficiency team member.
• Provide training, advice and professional development across the Division in efficiency‑related areas.
