Neway International are seeking a Senior Development Infrastructure Officer to join our client based with the Infrastructure and Transport Team with Somerset Council.

Location: The Crescent, Taunton, TA1 4DY
Rate: £20.29 PAYE / £27.65 Umbrella
Hours: 37 per week
Contract: 52 weeks
Start Date: 4 May 2026


Somerset Council is seeking an experienced Senior Development Infrastructure Officer to join the Development Engineering team within Infrastructure & Transport. This is a key technical role responsible for managing and overseeing the delivery of developer‑funded and third‑party highway infrastructure projects secured through Section 106 and Section 278 agreements.

About the Role
The postholder will act as the principal point of contact for developers, contractors, designers and internal stakeholders, ensuring that all legal obligations, technical standards and planning requirements are met from planning consent through to adoption. Responsibilities include:

Managing the technical administration of S106 and S278 highway works

Monitoring project progress, compliance and financial contributions

Coordinating with internal teams across planning, engineering and legal services

Preparing formal documentation, reports and correspondence

Ensuring all works meet relevant legislation, design standards and health & safety requirements

Building strong working relationships with developers, elected members and the public

The role is based at Somerset Council’s main office in Taunton, with the potential for hybrid working later in the contract depending on progress.

About You
We are looking for a candidate with:

Demonstrable experience managing new highway infrastructure through S106/S278 processes

Strong technical knowledge of highway legislation, design standards and construction practices

Excellent communication, negotiation and stakeholder‑management skills

The ability to work independently, prioritise effectively and analyse complex issues

High levels of IT literacy and strong organisational skills

A collaborative, flexible and professional approach

Degree‑level education or equivalent experience is required, alongside a commitment to ongoing professional development.
