Summary
Registered Manager - Tier 4 step down Service for Children (OFSTED)
Brook Street Social Care are working closely with a provider who is setting up a therapeutic community across South London. They are committed to providing safe, nurturing, and therapeutic environments where children and young people can heal, grow, and thrive. We are currently seeking a passionate and motivated Registered Manager, for a brand new Tier 4 residential home for Children.
Service Context
This home provides specialist therapeutic residential care for adolescents (12-18) presenting with complex emotional and mental health needs, including self-harm, suicidal ideation, trauma-related behaviours and autism with co-morbid mental health difficulties.
The service operates as a high-support step-down provision from CAMHS inpatient settings and aims to reduce readmission through relational containment, structured care planning and robust risk management.
The home is regulated by Ofsted under the Children's Homes (England) Regulations 2015.
Essential Qualifications
- Level 5 Diploma in Leadership & Management for Residential Childcare (or working towards)
- Minimum 3 years' experience as a Registered Manager
- Track record of leading a children's home rated Good or Outstanding by Ofsted
Essential Experience
1 Complex Behaviour & Risk Management
- Proven experience managing homes supporting young people who present with:
- Recurrent self-harm
- Suicidal ideation
- Emotional dysregulation
- Trauma-related behaviours
- Experience implementing and auditing:
- Self-harm reduction protocols
- Environmental risk assessments
- Individualised crisis and safety plans
- Ability to evidence safe management of high-risk incidents
2 Ligature & Environmental Safety Oversight
- Experience managing ligature reduction environments
- Knowledge of:
- Environmental risk grading
- Adaptive risk management without creating institutional settings
- Ability to balance therapeutic homeliness with safety compliance
- Experience reviewing incident patterns and environmental modifications
3 Restrictive Practice & Deprivation of Liberty
- Strong understanding of:
- Regulation 16 (Restraint & Restriction of Liberty)
- Distinction between restriction, restraint and deprivation of liberty
- Experience managing placements requiring:
- Court-authorised deprivation of liberty
- Enhanced supervision levels
- Dynamic risk-based staffing increases
- Demonstrable ability to ensure all restrictive practices are lawful, proportionate and clearly recorded
4 Crisis Management Leadership
- Experience leading teams during acute crisis episodes
- Clear incident debrief and learning culture
- Ability to stabilise teams under emotional pressure
- Evidence of reducing placement breakdown through effective risk leadership
5 Joint Working & External Interface
- Experience of structured joint working with:
- CAMHS teams
- Inpatient discharge coordinators
- South West London ICB or equivalent
- Experience participating in:
- Multi-agency risk meetings
- Discharge planning
- Funding panels where health contributions are required
- Ability to confidently present risk profiles to commissioners
6 Autism & Mental Health Co-Morbidity
- Experience supporting autistic young people with:
- Emotional dysregulation
- Sensory vulnerabilities
- Anxiety and self-harm overlay
- Experience implementing neuro-affirming behavioural approaches
- Understanding of how MH presentation differs in neurodivergent adolescents
Safe Staffing & Operational Oversight
The postholder must demonstrate:
- Experience setting safe staffing ratios for high-acuity placements
- Managing solo placements safely
- Rotas aligned to dynamic risk
- Strong supervision and competency oversight of staff
- Clear audit systems for:
- Incident reporting
- Behaviour trends
- Restrictive practice review
- Regulation 44 and 45 compliance
Leadership Competencies
- Strong Ofsted inspection history
- Ability to evidence quality assurance and monitoring systems
- Clear safeguarding judgement in complex MH contexts
- Strong boundary between therapeutic care and medical responsibility
- Emotionally regulated leadership style
- High staff accountability culture
Desirable
- Experience opening or re-registering a new children's home
- Additional training in trauma-informed or DBT-informed approaches
- Experience in services working closely with NHS/ICB funding streams
- Experience managing step-down placements from Tier 4 inpatient units
