Proposal Engineer – Maple Lodge (Hybrid Working Available)
Finlay Jude Associates are recruiting on behalf of a leading organisation in the Water Industry to strengthen their Proposals Team with the appointment of a Proposal Engineer based at their Maple Lodge office, with hybrid working available.
This is an exciting opportunity to play a key role in the pre-construction phase of major water infrastructure projects, supporting the preparation and coordination of high-quality tenders for civil, process, and MEICA engineering works.
Role Overview
Reporting directly to the Framework Pre-Construction Lead, the successful candidate will be responsible for the management, coordination, and timely preparation of tender submissions in line with client requirements.
You will work closely with internal teams, joint venture partners, and external stakeholders to develop competitive and technically robust proposals, ensuring commercial awareness, risk management, and compliance with governance processes throughout the tender lifecycle.
Key Responsibilities
• Manage and coordinate the timely preparation of tenders for civil, process, and MEICA engineering works in accordance with client specifications.
• Act as a key point of contact between internal teams, clients, and external stakeholders throughout the tender development process.
• Develop and manage tender strategies, ensuring submissions are competitive and aligned with project objectives.
• Monitor and control tender development costs, ensuring budgets are managed effectively.
• Identify and manage commercial and technical risks associated with each tender submission.
• Maintain and develop strong relationships with joint venture partners and project stakeholders, promoting collaboration and effective teamwork.
• Coordinate design disciplines and support the development of design solutions to produce information required for enquiries and estimating activities.
• Prepare and coordinate cost estimates for civil and MEICA engineering works.
• Track tender progress against the tender preparation programme, reporting progress, savings, or issues to the line manager as required.
• Ensure all risk management, governance, and internal procedures are followed, documented, and approved appropriately.
• Capture and manage feedback from contract close-out meetings, client feedback, and change requests, ensuring valuable insights are stored within the company’s knowledge management systems.
• Maintain commercial awareness and understanding of the market and operating environment within the water industry.
• Promote a professional and collaborative working environment, representing the proposals team and the business positively in all interactions.
• Support continuous professional development by engaging in industry networking, conferences, and professional associations.
About the Candidate
The ideal candidate will have experience within the water or utilities sector, with a strong understanding of engineering design, construction methodologies, and tendering processes.
You will possess strong organisational and communication skills, with the ability to manage multiple tender submissions while working collaboratively across multidisciplinary teams.
Essential Requirements
• Strong planning capability with the ability to prepare tender programmes
• Engineering design and construction experience sufficient to influence buildability, materials selection, and project optioneering
• Knowledge of conditions of contract and specifications commonly used within the water industry
• Understanding of framework and partnering delivery models
• Experience in risk management techniques
• Knowledge of processes, equipment, and services used within the water sector
Desirable Experience
• Degree qualified in an engineering discipline
• Membership of a relevant professional institution
• Previous proposals or tendering experience within the water or wastewater industry
