Purpose
This role has responsibility for the delivery and development of teams undertaking assessment, Mental Health Act assessment, safeguarding, care planning, reviews, and Mental Health Act Assessments in line with the Care Act 2014, Mental Capacity Act and Mental Health Act.
To support the Assistant Director in the provision of strong leadership, direction, and professional advice and guidance regarding the allocation of resources, the financial outputs, risk management, change management and management behaviours when leading on Social Work for Adults of Working Age for the Council.
Responsibilities & Outcomes
To be a member of the Department�s Senior Leadership Team working with the wider leadership community ensuring a one council focus and culture to the delivery of priorities.
To lead on the continuous improvement and development of social work practice within working age teams, including assessment, reassessments, reviews, case recording and inputting into appropriate IT systems.
To lead the Approved Mental Health Professional (AMHP) service and ensure AHMP practice continues to meet statutory responsibilities as defined in The Mental Health Act. Ensure there is sufficient AMHP capacity to meet demand.
To take an active role in complex cases, safeguarding investigations, quality assurance audits and manager led reviews to ensure social work practice adheres to statutory responsibilities as defined in the Care Act 2014.
To ensure safeguarding approaches in the teams are person centred, adhere to Safeguarding policy and procedure and support residents to protect themselves from abuse and harm.
To lead and coordinate Adult Social Work�s approach to transition from children�s services to adult services taking over full case management responsibility for young people aged 18 and above.
To lead on the provision and deployment of Appropriate Adults to safeguard the interests, rights, entitlements, and welfare of vulnerable residents who are suspected of a criminal offence.
To lead on the development of new services that enable adults with learning disabilities to maximize their independence form statutory services.
To contribute to developments that support young carers to thrive whilst also continuing to provide care.
To direct the work of multi-disciplinary teams and their members so that they function in an integrated way that streamlines the customer experience and reduces duplication providing best value from resources.
To establish and promote positive relationships with key partners agencies in the statutory, voluntary, and private sector so residents can be supported in their local community and in the absence of statutory services wherever possible.
To develop managers and team members so that they can respond to the changing needs of social work practice and the health & social care environment in a proactive solution focused way. Ensure reflective and effective supervision is in place for all staff.
To report to the Council and St Helens Cares partners as and when required so that the St Helens integrated system is informed of developments and enhancements in the service areas.
To lead on integrated health and social care developments that prevent the requirement for the Mental Health Act to be implemented and support residents with poor mental health to remain supported in in the community.
To ensure that approaches to assessing and working with unpaid carers are outcome focussed and support carers to continue in their caring role.
To ensure the provision of services within allocated budgets and advise and take corrective action to achieve a balanced budget for both direct and commissioned services.
To lead on the development of service, team, and business plans in partnership with other agencies, people who access services and their carers. Monitor and review that plans meet Council objectives and are consistent with borough and regional strategy.
