We are seeking an experienced Regional Technical and Governance Manager to provide technical leadership, governance oversight and engineering expertise across multiple sites in Central Europe for a high profile financial services client. This is a newly created role offering exceptional exposure across the EMEA region. You will strengthen operational standards, ensure compliance, optimise maintenance delivery and act as a trusted technical advisor to site teams and senior stakeholders.
Job Description
In this regional role, you will oversee technical governance, engineering management and compliance across sites in Germany, France, Luxembourg and Monaco. You will support operational teams, collaborate with EMEA colleagues, and ensure consistency in technical standards, risk management and audit readiness.
Working closely with senior stakeholders, you will lead governance activity, drive continuous improvement and maintain critical systems and assets. You will also influence operational excellence through mentoring, structured feedback and shaping best practice across the region.
This is an excellent opportunity for someone with strong engineering expertise, proven regional or multi site experience, and a deep understanding of critical environments. The successful candidate will play a key role in strengthening governance and technical resilience on a major strategic account.
Key Responsibilities
Governance and Compliance
Lead governance activity across the region and ensure continuous audit readiness
Standardise documents, processes and procedures to meet client requirements
Track KPIs, identify risk and escalate non compliance issues where required
Support internal audits, incident reviews and governance workstreams
Maintain up to date knowledge of ISO standards and compliance frameworks
Operational and Technical Leadership
Oversee technical standards and engineering delivery across all sites
Manage critical systems and assets including lifecycle, shutdowns, warranties, forecasting and data
Engage with technical leads and client teams to ensure consistent, high quality service
Meet monthly, quarterly and annual audit and performance targets
Ensure engineering work follows safe systems of work and ISS technical policies
Account and Portfolio Management
Manage global risks and incidents and ensure clear communication across teams
Prioritise critical engineering activity and provide regular reporting to management
Ensure maintenance activities are consistent and optimised across all locations
Build technical capability through training and mentorship
Drive efficiency, service improvement and standardisation across the portfolio
Supplier Management
Ensure suppliers are competent and capable to meet operational requirements
Address supplier performance issues and put appropriate controls in place
Manage supplier access, site activities and training requirements
Capital Investment
Standardise project management processes
Manage replacement of high risk assets
Use whole life costing to support investment decisions
Reporting
Produce monthly governance, KPI and audit reports
Collaborate closely with the wider EMEA team on reporting and process alignment
Professional and Personal Competencies/Qualifications
Minimum 3 years experience in technical or engineering management
Strong understanding of risk, compliance and governance principles
Excellent engineering knowledge, ideally gained within major or complex buildings
Experience working in critical environments
High standard of technical and specialist knowledge in engineering management
Ability to engage and influence stakeholders at all levels
Proficient in documentation, reporting, data management and presenting to senior management
Knowledge of legislation and mandatory standards relating to safe working practices in the relevant region
Experience working within an organisation with a significant property portfolio
Degree or equivalent in Mechanical or Electrical Engineering
Fluent English (essential)
French or German language skills (desirable)
Background in Facilities Management, Projects or Construction (essential)
