About the Role and our Ideal Candidate
The Rough Sleeper Lead is at the forefront of our mission to eliminate rough sleeping in the borough. This position will lead in the operational delivery of our Rough Sleeping Initiative, coordinating outreach, assessment, and supported housing pathways for some of our most vulnerable residents.
Working within the framework of the Homelessness Reduction Act 2017 and the Homelessness Code of Guidance, this role will ensure that individuals with complex needs—including those with histories of substance misuse, mental health issues, or offending—are identified and supported rapidly. This role champions the "Housing First" approach and ensures that accommodation solutions are sustainable and safe.
This role is instrumental to break down silos between housing, health, and criminal justice partners. Priorities will include coordinating multi-agency interventions, managing the transition from temporary accommodation to settled homes, and ensuring we meet our safeguarding duties towards vulnerable adults. This role plays a key part in navigating the upcoming changes under the Renters’ Rights Act, ensuring our rough sleeping services are prepared for new tenancy structures and protections.
This role leads to combining compassion with legislative expertise, ensuring our services are compliant, effective, and housing needs assessment and personal housing plans are centered on the individual needs of those sleeping rough.
In the job role:
You will have significant experience in homelessness prevention, specifically working with rough sleepers or adults with complex needs. You will have a strong working knowledge specifically Part VI and VII of the Housing Act 1996 (as amended 2002), Homeless Reduction Act 2017 and the specific guidance related to rough sleeping and vulnerability.
You will be a skilled partner, capable of working across mental health services, probation, and the third sector to build holistic support plans.
You will be resilient, politically astute, and committed to equality, understanding the specific vulnerabilities of groups such as care leavers and victims of domestic abuse or modern slavery.
