✨ Job Opportunity: Procurement Officer - Full Time (Temporary Contract)

Location: Portadown Library (Libraries NI - Business Support Unit)
Hours: Monday-Friday, 9am-5pm (36 hours per week)
Pay Rate: £20.36 per hour
Contract: Temporary (initial 6 months, with potential extension)

We are recruiting on behalf of our public sector client, Libraries NI, for an experienced Procurement Officer to join their Business Support Unit based at Portadown Library. This is an excellent opportunity for a skilled procurement professional seeking a stable, full‑time role within a respected public organisation.

About the Role

The successful candidate will support and develop the procurement function within Libraries NI, ensuring all procurement activities comply with public sector legislation, departmental policies, and internal procedures. You will provide expert advice across the organisation and contribute to achieving best value for money, transparency, and accountability.

Key Responsibilities

✔ Provide professional procurement advice and guidance across a range of contracts (building and non‑building)
✔ Promote procurement best practice and support training of staff
✔ Assist with procurement planning, annual spend planning, and risk assessments
✔ Manage quotations, tenders, evaluation, and contract placement
✔ Liaise with external suppliers, CPD, and CoPEs
✔ Monitor supplier performance and participate in post‑contract evaluations
✔ Maintain a central register of contracts and ensure accurate records
✔ Advise on procurement strategy, specification development, and bid evaluation
✔ Support development and implementation of procurement policies and procedures
✔ Contribute to e‑business and digital procurement improvements
✔ Produce procurement reports for internal and external stakeholders (DfC, NIAO, CPD)

Essential Criteria

Candidates must demonstrate:

  • A relevant third‑level qualification (finance, business, accounting, procurement) with at least 2 years' recent procurement experience (within the last 7 years)
    OR
  • 4 years' relevant procurement experience (within the last 7 years)
  • Experience providing procurement advice to stakeholders
  • Experience delivering procurement outcomes that achieve best value for money
  • Experience with procurement‑related administrative and finance duties
  • Strong understanding of public sector procurement processes and governance
  • Knowledge of data protection requirements
  • Proficiency in MS Word, Excel, and financial/administrative systems
  • Excellent written and verbal communication skills

Desirable Criteria

  • 3+ years public sector procurement experience
  • Knowledge of UK public procurement legislation and NI procurement frameworks
